Ord. 1167 06-14-04ORDINANCE NO. 1167 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, ESTABLISHING REGULATORY SIGNS WITHIN THE CORPORATE LIMITS OF THE CITY OF PEARLAND NEAR THE INTERSECTION OF DIXIE FARM ROAD AND WILLOW LAKE DRIVE; PROVIDING A PENALTY FOR VIOLATION; CONTAINING A SAVINGS CLAUSE, A SEVERABILITY CLAUSE AND A REPEALER CLAUSE; PROVIDING AN EFFECTIVE DATE, FOR PUBLICATION, AND FOR CODIFICATION; AND DECLARING AN EMERGENCY BECAUSE THE NEED TO ESTABLISH TRAFFIC CIRCULATION CONTROL SIGNS INURES TO THE BENEFIT OF THE TRAVELING PUBLIC AND, THEREFORE, BEARS DIRECTLY UPON THE HEALTH, SAFETY AND WELFARE OF THE CITIZENRY. WHEREAS, Section 544.003 of the Transportation Code provides, in part, that local authorities may, with reference to highways under their jurisdiction, designate them as controlled intersections; and WHEREAS, Article XI, Section 29-206 of the Pearland Code of Ordinances requires the City to place and maintain traffic control signals in accordance with the Texas Manual of Uniform Traffic Control Devices; and WHEREAS, a traffic circulation study analysis for the area located at the intersection of Dixie Farm Road and Willow Lake Drive has been prepared; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. Pursuant to the grant of authority contained in the preamble hereof, the intersection is designated as a controlled intersection with the following restrictions: • Left turn inbound restriction from Dixie Farm Road onto Willow Lake Drive from 7:00 a.m. to 8:00 a.m. • Right turn restriction from Willow Lake Drive on to Dixie Farm Road from 5:00 p.m. to 6:00 p.m. Section 2. Penalty. Any person who shall violate the provisions of this section shall be deemed guilty of a misdemeanor and shall, upon conviction by a court of competent ORDINANCE NO. 1167 jurisdiction, be punished by a fine in any sum not exceeding Two Hundred Dollars ($200.00). Section 3. Declaration of Emergency. The Council finds and determines that the need to establish regulatory signs inures to the benefit of the traveling public and, therefore, bears directly upon the health, safety and welfare of the citizenry; and that this Ordinance shall be adopted as an emergency measure, and that the rule requiring this Ordinance to be read on two (2) separate occasions be, and the same is hereby waived. Section 4. Savings. All rights and remedies which have accrued in favor of the City under this Chapter and amendments thereto shall be and are preserved for the benefit of the City. Section 5. Severability. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is for any reason held invalid, unconstitutional or otherwise unenforceable by any court of competent jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portions thereof. Section 6. Repealer. All ordinances and parts of ordinances in conflict herewith are hereby repealed but only to the extent of such conflict. Section 7. Codification. It is the intent of the City Council of the City of Pearland, Texas, that the provisions of this Ordinance shall be codified in the City's official Code of Ordinances as provided hereinabove. Section 8. Publication and Effective Date. The City Secretary shall cause this Ordinance, or its caption and penalty, to be published in the official newspaper of the City of Pearland, upon passage of such Ordinance. This study document potential cut -through traffic and 24-hour speed of vehicles traveling along Willow Lake Drive and Windfern Drive via Dixie Farm Road and FM 518 respectively; and determine if cut -through traffic and speeding problem exist. The following findings and recommendations result from information gathered via site visits and data collected as part of this study. These recommendations are intended to improve the safety and efficiency of the traffic operations based on existing conditions and ameliorate safety concerns associated with cut -through traffic and speeding: Findings • On the basis of the 24-hour cordon counts, the average daily traffic and peak hours counts along Willow Lake. Drive and Windfern Drive exceeded the estimated trip generation of a subdivision of this magnitude. • The outbound traffic volume at Windfern Drive and inbound traffic at Willow Lake Drive during the critical AM peak are in excess of the anticipated directional traffic at these locations. This could be attributed to cut -through traffic. • • Vehicles traveling northbound on Dixie Farm Road during the AM peak hour turns into Willow Lake Drive via Windfem Drive to FM 518 in order to avoid the traffic signals at the intersection of Dixie Farm Road at FM 518, and FM 518 at Wal-mart entrance. Whereas in the PM peak, these vehicles uses Windfren Drive via Willow Lake Drive to Dixie Farm Road. • The 85th percentile speed of traffic along Willow Lake Drive and Windfern Drive are below the posted speed limit. The 85th percentile speed varies from 21.9 miles per hour to 29.5 miles per hour. However, some vehicles exceeded the posted speed limit along Windern Drive. At the same time, however, several problems related to the roadway network have developed. These problems include roadway -related accidents, speeding, parking difficulties, cut -through, congestion, and delay. To reduce the negative impact of roadways, it is necessary to collect adequate information that describes the extent of the problems and identifies their locations. Such information is usually collected by organizing and conducting relevant traffic surveys and studies. Purpose: The purpose of this traffic study is to evaluate and document potential cut -through traffic and 24-hour speed of vehicles traveling along Willow Lake Drive and Windfern Drive via Dixie Farm Road and FM 518 respectively; and determine if cut -through traffic and speeding problem exist. For the purposes of this study, cut -through problem exists if the total traffic traveling through the subdivision significantly exceeds the estimated trip generation of the subdivision; a speeding problem is indicated on a residential street when the 85th percentile speed is at least 10 miles per hour over the posted speed limit. (i.e. at least 15% of the drivers travel more than 10 miles per hour over the speed limit.) Field observation will be conducted during critical peak hour at key intersection to monitor if the traveling patterns of motoring public. This report contains conclusions and recommendations necessary to mitigate any speeding problem ox.cut-through problems on the adjacent street system. Figure 1 shows the roadway network within the study area. Traffic Evaluation 1; in. = 584.1 feet s WILLOW LAKE ESTATE TRAFFIC EVALUATION Study Methodology: The traffic evaluation within the study area were established through the following sequence of activities: • A field reconnaissance of subdivision was conducted for the purposes of gaining insight into existing travel patterns and characteristics. • 24-hour bi-directional counts were collected at the perimeter of the subdivision (Willow Lake Drive and Windfern Drive). • 24-hour bi-directional speed study along Willow Lake Drive and Windfem Drive were collected. • Traffic safety evaluation along Willow Lake Drive and Windfem Drive. • Calculation of the trip generation estimates of Willow Lake Estate subdivision for the average daily traffic, AM and PM peak hours using the 6th Edition of the Institute of Transportation Engineers (ITE) Trip Generation Manual. • Comparative analysis of existing traffic and trip generation estimated traffic for Willow Lake Estate subdivision. Existing Conditions: Willow Lake Drive and Windfem Drive are residential streets that provides direct access • to single family dwelling units. The posted speed limit on both streets is 30 miles per hour. Parking is allowed on both sides of the street.. Cordon Counts and Speed Study A 24-hour bi-directional traffic counts and speed data were collected along Willow Lake Drive and Windfem Drive to determine the average daily traffic (ADT) and peak hour traffic volume egress and ingress within the subdivision; and 85th percentile speed. These studies were conducted on February 12, 2004. Table 1 shows summary of ADT, peak hour counts and 85th percentile speed. Detail traffic counts can be seen in the Appendix of this report. This review involves an inspection of the physical condition of_the subdivision and an observation of traffic operations along Willow Lake Drive, Windfem Drive, FM 518 and Dixie Farm Road. Information obtained from this field review in conjunction with traffic data collected by TDAI was used to analyze any potential existence of physical deficiencies. There were no sight distance restrictions along the entire roadway network that provides access to the subdivision Trip Generation The number of trips generated by a parcel of land is primarily a function of the land "use contained on the site, the density of the individual land uses, and the intersection of the different land uses. Willow Lake Estate is a single family subdivision with 106 units. Trip generation rates were derived from the 6th edition of Trip Generation published by the Institute of Transportation Engineers (ITE). The trip generation estimates are shown in Table 2. Recommendations: • In order to enhance safety and efficient traffic operations while discouraging cut -through, traffic and speeding along Windfern Drive. The following measures could be taken with the consensus of the neighborhood association due to the impact it will have on the residents of the subdivision. • Left turn inbound restriction from Dixie Farm Road into Willow Lake Drive from 7 • am to 8 am; and right turn restriction from Willow Lake Drive to Dixie Farm Road from 5:00 p.m. to 6:00 p.m.. Traffic Evaluation WILLOW LAKE ESTATE TRAFFIC EVALUATION • Aggressive speed enforcement program by the City of Pearland Police Department along Windfem Drive. • Speed advisory signs should be installed at the perimeters of Windfem Drive and Willow Lake Drive. The advisory signs read as follows: Observe Speed Limit, Traffic Laws Enforced. It is anticipated that the future widening of Dixie Farm Road to a four -lane divided roadway, and improvements at the intersection of FM 518 and Dixie Farm Road will ultimately enhance traffic flow along the corridor. Thereby, encouraging the cut -through traffic to utilize the thoroughfare in lieu of the local street. Traffic Evaluation
