P&Z Vice Chairperson Daniel Tunstall opened the meeting for the P&Z Regular Meeting at
6:04 p.m.
In attendance were:

Also present were City Planner Frankie Legaux, Associate Planner Vince Hustead, Director
of Community Development Lata Krishnarao, Assistant City Engineer Richard Mancilla, and
Office Assistant Jennifer Tatum.

CONSENT AGENDA
P&Z Commissioner Mary Starr made the motion to approve the consent agenda, and P&Z
Commissioner Derrell Isenberg seconded the motion.
The vote was 5 to 0. The Consent agenda was approved.
CONSIDERATION & POSSIBLE ACTION — APPROVAL OF MINUTES AND EXCUSE
OF ABSENCE
Approve the Minutes of the September 21, 2015 P&Z Regular Meeting, held at 6:00 p.m.
Approve the Minutes of the September 28, 2015 P&Z Regular Meeting, held at 6:30 p.m.
Excuse the absence of Commissioner Ginger McFadden from the Regular Meeting held
on September 28, 2015.

SUBDIVISION
A request by Andrew Allemand, Windrose Land Services, Inc., applicant; on behalf of
Cullen Stone c/o Kyle Tauch, for approval of a Master Plat of Lake Park Subdivision,
creating 5 lots and 1 reserve on 46.5391 acres of land.
Legal Description: A subdivision of 46.5391 acres / 2,027,245 square feet of land,
situated in the W.T. Dobson Survey, Abstract No. 187, City of Peadand, Brazoria County,
Texas.
General Location: Northeast comer of Cullen Road and Brookside Road
Associate Planner Vince Hustead read the staff report and stated staff recommended
approval with the following conditions:
1. That the words "by separate instrument" be deleted from the reference on the plat
to the 133.0' wide easement to Brazoria County Drainage District 4.
2. That the words "by separate instrument" be replaced on the plat with the words "to
be recorded before approval of the final plat and that the final plat will include the
instrument number of the easement."
P&Z Vice Chairperson Daniel Tunstall inquired about a pipeline being in the easement and
how close it would be to buildings. Associate Planner Vince Hustead stated there were
pipelines in the easement. Mr. Tunstall stated this layout was better than what was
presented in the past. P&Z Commissioner Thomas Duncan inquired when the original
Planned Development was passed. Mr. Allemand, applicant, stated in 2014. Mr. Duncan
inquired if Brookside was a city street, if there were plans to widen it and 9 a traffic
analysis would be performed. Assistant City Engineer Richard Mancilla stated yes, and
that it was part of the McHard project. Mr. Mancilla stated the city was fine with the
northern diveway and that a median was in place. Discussion ensued regarding TXDOT
regulations. P&Z Commissioner Derrell Isenberg inquired if the lakes were already there.
Mr. Hustead stated no. P&Z Commissioner Thomas Duncan inquired if the bike trail was
part of the cities bike trail. Director of Community Development Lata Krishnarao stated yes
it was.
P&Z Commissioner Mary Starr inquired if the units could be sold. Mr. Allemand stated no.
P&Z Vice Chairperson Daniel Tunstall stated the units would be up for sale in the last
proposal, and now they are rentals. Discussion concerning ownership, units having
separate meters, and time spent on this project ensued. P&Z Commissioner Troy Pradia
inquired if this was near Country Lakes and pricing of the townhomes. Mr. Allemand stated
yes this was near Country Lakes and that rental rates would probably start at $1300 a
month or so. Mr. Tunstall inquired about the phasing process. Mr. Hustead stated phase 1
would encompass what was discussed with staff and phase 2 would include amenities.

P&Z Commissioner Mary Starr made the motion to approve Master Plat of Lake Park
Subdivision with staff recommendations, P&Z Commissioner Thomas Duncan seconded.
The vote was 5-0. Master Plat of Lake Park Subdivision was approved with staff
recommendations.
CONSIDERATION & POSSIBLE ACTION - PRELIMINARY PLAT OF LAKE PARK
SUBDIVISION
A request by Andrew Allemand, Windrose Land Services, Inc., applicant; on behalf of
Cullen Stone c/o Kyle Tauch, for approval of a Preliminary Plat of Lake Park Subdivision
Section 1, creating 2 lots on 30.6687 acres of land.
Legal Description: A subdivision of 30.6687 acres / 1,335,927 square feet of land,
situated in the W.T. Dobson Survey, Abstract No. 187, City of Pearland, Brazoda County,
Texas.
General Location: Northeast corner of Cullen Road and Brookside Road
Associate Planner Vince Hustead read the staff report stating staff recommended
approval.
P&Z Commissioner Thomas Duncan inquired about the driveways. Mr. Hustead stated
they were in the center along Cullen and southern by Brookside. P&Z Vice Chairperson
Daniel Tunstall inquired why other parts have not been platted. Mr. Hustead stated the
applicant was working on this issue.
P&Z Commissioner Thomas Duncan made the motion to approve Preliminary Plat of Lake
Park Subdivision, P&Z Commissioner Mary Starr seconded.
The vote was 5-0. Preliminary Plat of Lake Park Subdivision was approved.
DISCUSSION ITEMS
Commissioners Activity Report - None
Bailey Road Annexation Update - Ms. Krishnarao stated public hearing would be held on
October 12 & 19 and that staff was working on Agricultural exemptions.
Texas APA Conference, October 7-9 - City Planner Frankie Legaux stated Commissioners
Mary Starr and Thomas Duncan would attend along with herself. Ms. Krishnarao stated
the city was thankful for their attendance.
