APPROVAL OF MINUTES
Mayor Pro -Tem Beckman made the motion, seconded by Councilmember Wilkins to
approve the minutes of the November 24, 1997 Joint Public Hearing held at 6:30 p.m.
and the Regular Council Meeting held at 7:30 p.m.

MAYOR'S ACTIVITY REPORT
Mayor Reid recognized two Boy Scouts from Troop 464 in the audience working toward
earning their Community and Citizenship Merit Badge.
Mayor Reid reported that on November 25 he attended the Houston City Council Meeting
and the Rotary Luncheon; December 1 he attended the Southeast Economic
Development Meeting; December 2 he attended the A.A.R.P. Monthly Meeting;
December 4 he attended the Christmas Tree Lighting; December 5 he attended multiple
open houses; December 6 he participated in the Christmas Parade; and on December
7 he attended the V.F.W. Post observance of December 7, Pearl Harbor Day.
Mayor Reid recognized and introduced his friend and colleague Floyd Meyers, Mayor,
of the City of Webster.
James Birdsong, President, of the Landscape Committee addressed Council and stated
that Keep Pearland Beautiful was awarded the Governor's Community Achievement
Award. It is a fifty thousand dollar landscape grant and is to be used in the City of
Pearland for beautification. Mr. Birdsong gave a presentation of the project plan.
Deleores Fenwick, Executive Director, of Keep Pearland Beautiful and Stella Roberts,
Board Member, presented Council with an award received from "Keep America
Beautiful". They received the award at the annual convention in Washington, D.C. The
award recognized outstanding work in activities designed to fulfill its mission, youth
education, outreach, leveraging resources, and recognizing the efforts of volunteers.
COUNCIL'S ACTIVITY REPORTS:
Councilmember Wilkins reported that he attended the Chamber Luncheon and the Lion's
Christmas Party. Councilmember Wilkins thanked the entire staff of the City for a
wonderful year and wished everyone a Merry Christmas and a Prosperous New Year.
Mayor Pro -Tem Beckman reported that on December 2 she attended the Tour De Lites
Committee Meeting; December 4 she attended the Christmas Tree Lighting; December
5 she attended the Landscape Committee Meeting and two receptions, Walsh
Engineering and the League of Women Voters for Elected Officials; December 6 she
attended the Christmas Parade; December 7 she attended the High School Coaches and
Pearland Police Department Basketball game and stated that they received a lot of "Toys
for Tots" which was the entrance fee. Mayor Pro -Tem Beckman thanked the High School
Coaches and the Police Department for their efforts for such a worthy cause.

Councilmember Berger thanked the City Manager Paul Grohman and Director of Finance
David Castillo for the new financial report recently developed and further stated that it
will be a good tool for Council.
Councilmember Cole stated that he concurs with Councilmember Berger regarding the
new financial report. He reported that he attended most of the functions mentioned.
Councilmember Cole further stated that he has spent most of his time the last two weeks
responding to citizens that have called or written and he has had the opportunity to
share with them what is going on in the city. He thanked the staff for their diligent work
with the City of Houston regarding our Extraterritorial Jurisdiction adjustment.
CITY MANAGER'S REPORT:
City Manager Paul Grohman introduced Andy Gallagher and Florentino Sanchez the
City's newly hired Engineers and welcomed them to the City. He reported that the city
is currently installing the eight hundred trunking radio system. He further reported that
the Galveston and Harris County Commissioners have voted to move forward with the
Clear Creek Project. In keeping up with the Council's Goals the city has developed a
Community Calendar which should be going out in the next two weeks. Mr. Grohman
addressed the Golf Course Study and gave an overview of municipal owned golf
courses. He stated that are several compelling reasons to consider the Golf Coarse
Study; with the revenue generated from a municipal golf coarse it would give the
opportunity to provide quality recreation programs that otherwise would not be
affordable, provide an amenity to the residents and our visitors, and to upscale our
development as a whole which helps everyone that already lives here. Mr. Grohman
also stated that if we did not consider the Golf Coarse Study fully it would be a default
on our part.
CITIZEN'S:
Alan Thompson, 2909 Kensington Park, Banbury Cross Homeowners Association,
presented a check to Ed Hersh Park and Recreation Director and the City in the amount
of five thousand dollars to purchase additional playground equipment for Hyde Park.
Mayor Reid with concurrence of Council moved to New Business Item No.3.

City Manager Paul Grohman stated that this is the Beazer Home's proposed Tax
Increment Reinvestment Zone (TIRZ) which was presented in the public hearing tonight.
He stated that the numbers have been analyzed and we feel that it is good for the city
and it is not a risk for the city. It will provide for quality development that will occur inside
the city limits. Mr. Grohman further stated that its a good model to follow; we are pleased
with it and ask for its approval.

City Manager Paul Grohman stated that in the middle nineteen eighties the Council
chose to reroute Hatfield Road and build a new concrete section of the road which ran
east of the existing section. About eighteen months ago there was a new alignment of
"Old" Hatfield making it more of a secondary road. With 911 we have exactly the same
addresses. He further stated that it is incumbent to change one or the other. The Police
Department recommended that "Old" Hatfield Road be named Jasper because the citizen
that owns Big Humphrey's Pizza is named Jasper and to establish the speed limit. Mr.
Grohman recommended the approval of this ordinance.

TO THE AGREEMENT APPORTIONING EXTRATERRITORIAL JURISDICTION
BETWEEN THE CITY OF PEARLAND AND THE CITY OF HOUSTON; MAKING
CERTAIN FINDINGS RELATED THERETO; CONTAINING A SAVINGS CLAUSE, A
SEVERABILITY CLAUSE AND A REPEALER CLAUSE; PROVIDING AN EFFECTIVE
DATE; AND DECLARING AN EMERGENCY BECAUSE THE NEED TO CLARIFY THE

approve Ordinance No. 832 on its first and only reading.
City Manager Paul Grohman stated that we have worked with the City of Houston close
to a year on this project. He gave an overview of Extraterritorial Jurisdictions (ETJ, and
stated that under the new agreement the ETJ will be moved to Highway 521 in Fort
Bend County, up to the Beltway from Highway 521 over to Cullen. However, it does not
include Municipal Utility District Number 89 at Morningside Park. Mr. Grohman
recommended the approval of this ordinance.

RESOLUTION NO. R97-70 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PEARLAND, TEXAS, REVISING THE FEE SCHEDULE FOR RENTAL OF THE CITY
SWIMMING POOL FOR PRIVATE PARTIES.
Councilmember Cole made the motion, seconded by Councilmember Berger to approve
Resolution No. R97- 70.
Parks and Recreation Director Ed Hersh addressed Council and stated that it is the
recommendation of the Park's Board to increase the cost of renting the city swimming
pool for private parties due to an increase in the cost of operating the swimming pool.
Mr. Hersh further stated that the Board wishes to review the rental fees annually.

AWARD OF BID NO. B97-10 FOR CONSTRUCTION OF INDEPENDENCE PARK
REGIONAL DETENTION BASIN DIVERSION STRUCTURE IN PEARLAND, TEXAS.
Councilmember Berger made the motion, seconded by Councilmember Cole to award
Bid No. B97-10 to JTB Services in the base bid amount of $209,609.55 and Alternate
"A" in the amount of $30,003.75 for a total bid award of $239,613.30.
City Engineer John Hargrove reviewed the bids received for construction of
Independence Park Regional Detention Basin Diversion Structure in Pearland, Texas.
Mr. Hargrove recommended that Bid No. B97-10 be awarded to JTB Services in the
amount of $239,613.30.

Voting "Aye" Councilmembers Cole, Berger, Beckman and Wilkins.

COUNCIL OF THE CITY OF PEARLAND, TEXAS, AMENDING ORDINANCE NO. 509,
THE LAND USE AND URBAN DEVELOPMENT ORDINANCE OF THE CITY OF
PEARLAND, TEXAS, FOR THE PURPOSE OF CHANGING THE CLASSIFICATION OF
CERTAIN REAL PROPERTY BEING SEVERAL TRACTS OF LAND OUT OF H.T.&
B.R.R. CO. SURVEY, A-241, BRAZORIA COUNTY, TEXAS (APPLICATION NOS. 119,
120, & 121) FROM CLASSIFICATION SUBURBAN DEVELOPMENT DISTRICT (SD) TO
COMMERCIAL(C) AT THE REQUEST OF ARTHUR A. PARTAIN, OWNER, PROVIDING
FOR AN AMENDMENT OF THE LAND USE DISTRICT MAP; CONTAINING A SAVINGS
CLAUSE, A SEVERABILITY CLAUSE, AN EFFECTIVE DATE AND OTHER
PROVISIONS RELATED TO THE SUBJECT.
Councilmember Cole made the motion, seconded by Mayor Pro -Tem Beckman to
approve Ordinance No. 509-179 (Application Nos. 119, 120, & 121) on their first
reading.
Mayor Reid read into the record the Planning & Zoning Commission's recommendation
to approve (Application Nos. 119, 120, & 121).
Planning and Community Development Director Dennis Smith addressed Council and
stated that there was a typographical error on Ordinance No. 509-179. The Classification
change is from Suburban Development (SD) to Commercial (C) not to "General Business
(GB)". He further stated that the Joint Public Hearing for these applications was held in
April of this year. The Planning and Zoning Commission tabled any action on these
applications at that time. On November 24, 1997, the Planning and Zoning Commission
removed these applications from the table and voted to recommend their approval to
Council.
Voting "Aye" Councilmembers Cole, Berger, and Beckman.
Voting "No" Councilmember Wilkins.
