Mayor Pro -Tem Beckman made the motion, seconded by Councilmember Cole to
approve the minutes of the Joint Public Hearing at 6:30 p.m.; and the Regular Council
Meeting at 7:30 p.m. held on September 22, 1997.

MAYOR'S ACTIVITY REPORT
Mayor Reid, Mayor Pro -Tem Beckman, and Councilmember Berger presented a
Proclamation to U.S. Army Recruiter, Sergeant Paul Esler, proclaiming the 1997-1998
School Year as "Stay In School, Stay Off Drugs & Plan for Life Year.
Mayor Reid, Mayor Pro -Tem Beckman, and Councilmember Berger presented a
Proclamation to the League of Women Voters President, Nell Fuller, proclaiming
November 4, 1997 as "Exercise Your Right To Vote And Vote Day".
Mayor Reid stated that he attended a luncheon for Dr. Loston, the new President, of the
San Jacinto Junior College South Campus; September 26 the Mayor and Chamber
Director Billy Everett attended President Clinton's Presentation at the San Jacinto
College Main Campus; September 30 he attended the Brazoria County Tax Abatement
Review Committee Meeting; October 1 he attended the Salute to Industry Celebration;
October 7 he attended the City's Open House; October 8 he attended the Adult Reading
Center Monthly Meeting; and on October 13 Mayor Reid and PEDC Executive Director
Glenn Erwin meet with George Bayliss Executive Director of the Southeast Economic
Development Corporation.
COUNCIL'S ACTIVITY REPORTS:
Councilmember Wilkins stated that he did not have anything to report at this time.
However, he emphasized how important it is to vote and he encouraged everyone to go
out and vote in the upcoming November Election.
Mayor Pro -Tem Beckman stated that on September 23 she attended the Public Meeting
for the Clear Creek Project; September 25 she attended Association for Retarded
Citizens Annual Awards Banquet; September 26 she presented a Proclamation at
Pearland High School; September 27 she attend the dinner and dance at the K.C. Hall
in honor of Detective Troy Mashue who is the Pearland 100 Club's Officer of the Year;

October 1 she the attended the Salute to Industry Celebration; October 2 she attended
the Adult Reading Center Board Meeting; October 6 she attended the PEDC Meeting;
October 7 she attended the City's Open House; and on October 8 she went on a tour
of Rice University's Simons Teaching Laboratory, with the Pearland Electronic
Committee, for the Electronic Village Committee.
Councilmember Berger stated on October 1 he attended Salute to Industries Celebration
and he thanked, PEDC Vice -President Stella Roberts, the Board, Staff, and the Hobby
Chamber for an excellent presentation; Oct 6 he attended the PEDC Board Meeting.
Councilmember Cole stated on September 23 he attended the Public Hearing for the
Clear Creek Core Project in Friendswood and the auditorium was full; October 1 he
made a presentation to the Clear Creek Core Project's Citizens Advisory Committee
regarding the City's Regionalized Detention, and the Salute To Industry Celebration; and
on October 7 he attended the City's Open House.
CITY MANAGER'S REPORT:
City Manager, Paul Grohman, stated that on October 7 we had our 3rd annual Facility
Tour. He enjoyed seeing the people that came out as well as the Cub Scout and Boy
Scout Groups. He further stated that the tour of the facilities gives them a genuine
knowledge of how local government works.
Mr. Grohman reported that Chief Hogg was a guest speaker at the Texas State
Association of School Boards and Administrators Annual Conference held in Houston.
Chief Hogg made a presentation regarding School Resource Officers, and as a result,
several School Districts are looking at a School Resource Officer Program.
Mr. Grohman stated that we have had fifteen inches of rain in the last twelve days, and
we have had over seventy inches of rain this year. He further stated that this has been
one of the wettest years in history and we have not had any substantial flooding.
Mr. Grohman also reported that major excavation of the Southwest Environmental Center
site is taking place and it is amazing how much progress has been made. It was
originally a three to four year project and we are probably a year ahead of schedule. He
further reported that we are accepting bids on the Intake Structure for the Independence
Park Regional Detention Site, also work is being done on the Haul Road at the David L.
Smith Site. He further stated that we closed on our fifth site between the Beltway and
Clear Creek two weeks ago. Mr. Grohman stated that when we have a wet year like this
one, and we survive as well as Pearland has, especially looking at the other communities
that have had the same amount of rainfall, we are really blessed by a lot of good efforts

on a lot of peoples part.
CITIZEN'S:
Pamela Stines, 4949 FM 2321, addressed Council regarding her concern for her
children. She described an incident that occurred on September 21, 1997 at the
Whataburger Drive-thru regarding an arrest of the children's father by the Pearland
Police Department.
Delores Fenwick, 1910 Washington Irving, Clean Pearland, presented the City Council
with a statewide recycling award from the Recycling Coalition of Texas for the "Best
On-going Community Public Education Program for Recycling". Ms. Fenwick received
the award at a dinner at the Recycling Summit in Austin on October 6, 1997.
UNFINISHED BUSINESS:
SECOND AND FINAL READING OF ORDINANCE NO. 450-21 - AN ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AMENDING ORDINANCE
NO. 450 AS THE SAME MAY HAVE BEEN, FROM TIME TO TIME, AMENDED, FOR
THE PURPOSE OF ESTABLISHING AND REESTABLISHING CLASSIFICATIONS AND
NUMBER OF AUTHORIZED POSITIONS IN THE CLASSIFIED SERVICE OF THE CITY
OF PEARLAND, PURSUANT TO SECTION 143.021 OF THE LOCAL GOVERNMENT

SOUTHWESTERN BELL TELEPHONE COMPANY, FOR PURPOSES OF EXTENDING
SAID FRANCHISE AGREEMENT FOR A PERIOD OF ONE (1) YEAR; CONTAINING A

Councilmember Cole made the motion, seconded by Councilmember Berger to approve
Ordinance No. 826 and Ordinance No. 828 on their first reading.
David Longley, 7931 CR 118, addressed Council regarding the first reading of Ordinance
No. 826 (Manvel Road and County Road 101 Area Annexation) and stated that they
enjoyed country living and have established a little mini farm and all they have to gain
is Police protection and so far the County has taken good care of them. He further
stated that with all the property that is around, why do they have to be annexed and
would like to know what they stand to gain. He also stated that he had concerns
regarding their animals. Mr. Longley stated that he is against the annexation.
Lari Lynn Longley, 7931 CR 118, addressed Council regarding the first reading of
Ordinance No. 826 (Manvel Road and County Road 101 Area Annexation) and stated
that they intentionally bought outside the city limits of Pearland, because they wanted
to raise their children outside the City. Ms. Longley asked how the annexation will
benefit them and what about their animals?
Stanley Cobb, 7801 Warren, addressed Council regarding the first reading of Ordinance
No. 826 (Manvel Road and County Road 101 Area Annexation) and stated that he had
a list of people that could not attend and did not want to be annexed. The list had
eighteen names and addresses on it. Mr. Cobb asked that the five streets in his area
not to be included in the annexation.
City Manager Paul Grohman stated that the animals that are now on the property will be

grandfathered, however the number of animals can not be increased. He further stated
that there is one provision that if there a legitimate health complaint which will be dealt
with at that time. Mr. Grohman also reviewed the Service Plan recapping the City
Services that are available after the annexation Ordinance is adopted on its second and
final reading.

OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
ENTER INTO A LEASE AGREEMENT WITH PEARLAND NEIGHBORHOOD CENTER
FOR THE PURPOSE OF OPERATING AND MAINTAINING THE OLD CITY HALL SITE
IN ORDER TO PROVIDE HEALTH AND SOCIAL SERVICES TO RESIDENTS OF
PEARLAND AND BRAZORIA COUNTY, TEXAS.

approve Resolution No. R97-55.

contract.

RESOLUTION NO. R97-57 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PEARLAND, TEXAS, NOMINATING CANDIDATES FOR THE BOARD OF
DIRECTORS OF THE BRAZORIA COUNTY APPRAISAL DISTRICT.
Councilmember Cole made the motion, seconded by Councilmember Wilkins to approve
Resolution No. R97-57 nominating Dennis Frauenberger to serve on the Board of
Directors of the Brazoria County Appraisal District.

RESOLUTION NO. R97-58 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER TO ENTER INTO A
REVISED DEVELOPMENT AGREEMENT WITH RAVENWOOD SECTION ONE JOINT
VENTURE FOR OVERSIZE CONSTRUCTION OF A WATER MAIN TO SERVE THE
RAVENWOOD SUBDIVISION IN THE VICINITY OF THE INTERSECTION OF HARKEY
ROAD AND COUNTY ROAD 101.
Councilmember Cole made the motion, seconded by Councilmember Wilkins to approve
Resolution No. R97-58.
City Manager, Paul Grohman, stated this is an amendment to the oversize agreement.
The City wants to extend a water line through Ravenwood which will better service
areas like West Lea and other areas. Mr. Grohman further stated this is an inexpensive
way to provide water service to large area and recommended its approval.

RESOLUTION NO. R97-59 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PEARLAND, TEXAS, APPOINTING ONE (1) REPRESENTATIVE AND ONE (1)
ALTERNATE TO THE HOUSTON-GALVESTON AREA COUNCIL 1998 GENERAL
ASSEMBLY.
Mayor Pro -Tem Beckman made the motion, seconded by Councilmember Cole to
approve Resolution No. R97-59, appointing Mayor Tom Reid as Representative, and
Councilmember Richard Tetens Alternate Representative, to the Houston -Galveston Area
Council 1998 General Assembly.

appoint Paul Knoble, Dwayne Lum, and Rosella Webb to the Parks, Recreation, and
Beautification Board for a three year term.

COUNCIL ACTION - AUTHORIZE CITY MANAGER OR HIS DESIGNEE TO
NEGOTIATE A SERVICE AGREEMENT WITH THE SUCCESSFUL RESPONDENT TO
THE CITY OF PEARLAND'S RFQ FOR ENERGY EFFICIENCY TURNKEY SERVICES,
FOR THE PURPOSE OF ANALYZING THE CITY'S ENERGY USAGE AT
WASTEWATER TREATMENT PLANTS, PUMP STATIONS AND MUNICIPAL
BUILDINGS, AND MAKING RECOMMENDATIONS FOR EFFICIENCY MEASURES.
Councilmember Cole made the motion, seconded by Councilmember Berger to authorize
the City Manager or his designee to negotiate a service agreement with the successful
respondent to the City of Pearland's RFQ for Energy Efficiency Turnkey Services, for the
purpose of analyzing the City's energy usage at wastewater treatment plants, pump
station and municipal buildings, and making recommendations for efficiency measures.
City Manager, Paul Grohman, stated that we are trying to find ways to reduce our energy
consumption. The City did go out for Request For Qualifications and did get one
respondent that met the criteria, which is Energy Masters. He further stated that they
will come and do a good energy audit and make suggestion on retrafits of pumps,
valves, and other equipment. Mr. Grohman recommended its approval.

TERRACE SUBDIVISION, SECTION 7, IN THE CITY OF PEARLAND, HARRIS
COUNTY, TEXAS; AND DECLARING AN EMERGENCY BECAUSE THE NEED FOR
SAID WAIVER INURES TO THE BENEFIT OF THE CITIZENRY AND, THEREFORE,
BEARS DIRECTLY UPON THE HEALTH, SAFETY AND WELFARE OF THE PUBLIC.

City Manager, Paul Grohman, stated that this happens sometimes when a builder or
someone does not do something quite right. Mr. Grohman recommended the approval
of Ordinance No. 827.
City Attorney, Amy McCullough, commended the parties involved with this request for
their quick action on getting the necessary documents to the City.

award Bid No. 97-16 for financing of the City's lease/purchase of radio equipment, to
Banc One Leasing Corporation, at 5.2 %, for three year lease/purchase financing.
City Manager, Paul Grohman, discussed the bids received for the lease/purchase
financing of Radio Equipment. He recommended that the Council accept the bid
submitted by Banc One Leasing.
