A regular meeting of the Pearland City Council was called to order by
mayor Gibbons in the Pearland Bank Building at 7:30 P. I,. with the follow-
ing city officials and guests in attendance:

The minutes of the regular reeting of October 3, 1963, October 9, 1963
and October 10, 1963 were read, corrected and ap,.�roved.
1�ayor Gibbons read a letter proposal from Industrial Appraisal Engineers
to do a tax study for the City of Pearl.,w-d. Pylayor Gibbons explained
that the terms quoted verbally to hire by I4r. Lunsf.ord were not computable
with the city's timing and planning and therefore the proposal submitted
by 11Ar. Pi'arques was more desirable to the city.
i+i!ayor Gibbbns: appointed Tom Alexander, John Kebley to investa.gate rental
car contracts for the police car use.
?t`_r. David L.Smith reported th�:t complaint has been registered against
Sun Chemical Company for n �_ effluent into the road ditch.
This effluent has killed trees along the ditch and grass in the ditch.
It was agreed that the Chief of Police would .be instructed to catch a
sample of the fluid for the city health officer to analyse and determine
if a health hazard exist.
Alderman Smith reported.Van Dresser and Hawkins has requested the city to
repair West 1st street. Idayo r Gibbons instructed the Street ad Bridge
Committee to determine the extent of repairing and report back to the counci'
N.ayor Gibbons reported ti�at Turin Creek Woods, Subdivision streets are being
repaired by the subdivider.
It ,a -as agreed thbt I.r. V'dalsh would be instructed to core and inspect
the base material for approval prior to re -topping the streets.
Alderman David L.Smith reported a complaint that Robinson Drive in
Clear Creek Estates needs repairs. It was agreed that the lady complaining
be advised that when n bhey build -their home on Robinson Drive the road would
be improved. This ,beuld, be the only house on this part of the street.
P:ay:or Gibbons next discussed, a,reoust'1y r. Fergtison that the City set
aside a meeting to ,;et together with' part -&f the school board to discuss
closing streets around the school. Tf7is aieeti;,g will be arranged.
The garbage dump and associated prbblems on garbage collection_ were
discussed at length. =r. Sanders agreed to prepare stencils to make
signs for the dump.
Mayor Gibbons next discussed hr. Bramlett's fencing or Sacramento Street
north of Pearl Street. The City Attorney was .instructed by the 10ayor
to advise l r.Bramlett that he was fencing city property and should
remove his fences.
Aldermen David Smith reported that he had contacted the foreman of the
County Commissioner regarding hykawa Road.
The Speed zone study vas reported by the Speed Committee and their
recommendations .,:,ere discussed. The: Council agreed with the recommendat'Lons
of the committee aril requested that their findings be conveyed to the

Alderman Ton: Alexander reported a complaint on the excessive charges
for telephone services on straight lines to Houston. It ;as agreed
that the complaints are legitamate. The lv--ayor agr-,ed to have the telephone
company meet back wi t -h the council to. discuss the probleL-.
It'ayor Gi::':ons reported the I -'i h4,ray Depa.rtfr:ent has been consulted regarding
side walks in the Denartn�ent right -of -:ray. Pbr. Carmichael is to
provide t1heir coiwments on sidewalks.
The Treasurer Er. Smith reported a balance on hand as of October 17, 1963
of "13,631.09. A motion rras made by Alderman Nolen that the fo llovring
list of bills be paid. Seconded by Tom Alexander. All Aldermen. voted .
"Aye" with no "Noes."
