A Resolution of the City Council of the City of Pearland, Texas,
supporting Proposition 7, a constitutional amendment for increased
state funding for transportation.
WHEREAS, the 84th Texas Legislature passed legislation proposing a
constitutional amendment on the November 3. 2015 state ballot affecting the state's
non -tolled roads; and
WHEREAS, this is "A constitutional amendment dedicating certain sales and use
tax revenue and motor vehicle sales, use and rental tax revenue to the state highway
fund to provide funding for nontolled roads and the reduction of certain transportation -
related debt"; and
WHEREAS, this proposal will allow revenue transferred to the state highway fund
to be used only for construction, maintenance, and acquiring right of ways for public
roads or to repay the principal and interest on general obligation bonds issued by
TxDOT; and
WHEREAS, this would require that any funds transferred to the state highway
fund be allocated by the Texas Department of Transportation consistent with existing
formulas to ensure the entire state benefits from this additional funding; and
WHEREAS, the proposed amendment will aid in maintaining the current
infrastructure and will ease congestion by funding new projects for added capacity
without any new or increased taxes or fees; and
WHEREAS, a strong transportation system is fundamental to Texasquality of
life and economic vitality, attracting new businesses and generating new jobs: and
WHEREAS, Proposition 1, passed in 2014 was a milestone accomplishment for
Transportation Funding. additional sources of revenue are needed to continue to fund
the State Transportation Budget: and

WHEREAS, the proposed amendment would result in an estimated $2.5 billion in
2018 and 2019 and approximately $3 billion in 2020 for the state highway fund; and
WHEREAS, while the proposed amendment would not fully fund the state's
overall transportation needs, it would be a key step toward continuing critical funding for
transportation projects in Texas;
WHEREAS, the City of Pearland participates in transportation projects by
providing matching funds to Federal and State transportation funds to accomplish local
regionally significant projects and this proposal will provide additional funding for state
projects freeing other funding sources for City of Pearland projects;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council supports passage of the proposed
Constitutional Amendment on the November 3, 2015, ballot (known as Proposition 7) to
address Texas' transportation infrastructure needs.
