1997-09-29 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON SEPTEMBER 29, 1997, IMMEDIATELY FOLLOWING THE WORKSHOP ON SEPTEMBER 29, 1997, AT 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney Assistant City Secretary Tom Reid Helen Beckman Kevin Cole William Berger Richard Tetens Larry Wilkins Paul Grohman Amy McCullough Wendy Standorf Others in attendance: Executive Director P.E.D.C. Glen Erwin; and Assistant City Attorney Darrin Coker. PURPOSE OF THE MEETING: COUNCIL ACTION - ACCEPTANCE INTO THE OFFICIAL RECORDS OF THE CITY, CHARTER AMENDMENTS PROPOSED BY THE 1997 CHARTER REVIEW COMMISSION, AND DIRECTION TO STAFF REGARDING PUBLICATION OF THE SAME. Mayor Pro -Tem Beckman made the motion, seconded by Councilmember Tetens to accept into the Official Records of the City, Charter Amendments proposed by the 1997 Charter Review Commission, and direct staff to publish the recommended charter amendments. City Attorney Amy McCullough stated that our Charter requires the Commission to present the report to the City Attorney for review and then present the recommended amendments to Council. Ms. McCullough stated that she did not have any further recommendations and she is formally offering this report by the Commission of the proposed amendments into the Official City Records. She also stated that this does not mean that the Council is adopting the proposed amendments. This action only means that the Council is accepting the report as written. It is a requirement of the Charter that the Council publish the report of the Charter Review Commission in the paper. Ms. McCullough further stated that at the point that Council selects some or all of the amendments to go before the voters, on the ballot, then the City publishes the amendments again in ballot form. It is her recommendation that we wait until the end of the year to publish the report. Mayor Reid stated, with concurrence of Council, they would leave it up to the staff as to when to publish the report. Ms. McCullough also stated that the Charter amendments does have to be presented to the Justice Department for pre -clearance so they may be slated for the ballot. Voting "Aye" Councilmembers Cole, Berger, Beckman, Tetens, and Wilkins. Voting "No" None. Motion Passed 5 to 0 ADJOURNMENT: The special meeting adjourned at 8:04 p.m..
