The meeting was called to order at 6:30 p.m.. The purpose of the public hearing
was read into the record by Planning and Zoning Chairman Pat Lopez.
11. PURPOSE OF HEARING - APPLICATION NO. 225
Request of George E. Bibbs, owner, for an amendment to the Land Use
and Urban Development Ordinance of said City from Classification
Suburban Development (SD) to Single Family Residential (R-1) on the
following described property, to wit:
Tract 26 of Westchester Estates, according to Jack C. McKnight survey, a
partition in the H.T. & B. Railroad survey, Abstract 242, Brazoria Co., TX.
Director of Planning and Development Dennis Smith presented the location of the
property.

Lopez read into the record the purpose of the public hearing.
II. PURPOSE OF HEARING - APPLICATION NO. 222
Request of Nita Booth, Agent forJohn Alexander, Owner, for an amendment
to the Land Use and Urban Development Ordinance of said City from
Classification General Business (GB) to Single Family Residential (R-4) on
the following described property, to wit:
Lots 10-15, 25-26, and 35-38, Block 26 of Pearland Townsite according to
plat recorded in Vol. 29, Pgs. 41-42, Brazoria County, TX (Grand Avenue).
Director of Planning and Development Dennis Smith presented the location of the
proposed zone change.
Ill. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Ms. Nita Booth, 5404 Apple Springs, stated single family homes in the $80,000's
will be built on the property. She has approval of the Old Town Site Revitalization
Committee.
Mr. Tom Alexander, 1803 Washington Irving, stated that two homes were removed
and new housing will be put in place. This will be a positive look for that part of
town.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST

V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember William Berger said an idea was formulated to develop the Old
Town Site, and he, as well as Mayor Reid and several local banks, are glad to see
it moving forward with people taking advantage of it. Mr. Berger went on to say
from staff's point of view, this is a nice trend of what use land can be.
Councilmember Kevin Cole said that lower end ($80,000's) of housing is missing
from the area and this will be good for young couples.

II. PURPOSE OF HEARING - APPLICATION NO. 223
Request of Nita Booth, Agent for Thomas P. Alexander, Owner, for an
amendment to the Land Use and Urban Development Ordinance of said
City from Classification General Business (GB) to Single Family Residential
(R-4) on the following described property, to -wit:
Lots 27-34, 39-44 Block 26 of Pearland Townsite out of Plat recorded in
Volume 29, Pgs 41-42 Brazoria County, TX.
Director of Planning and Development Dennis Smith presented the location of the
proposed zone change.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Ms. Nita Booth of 5404 Apple Springs, Pearland, said this was part of Application
No. 222, and is the same project previously discussed.
Mr. Tom Alexander of 3208 Nottingham, Pearland, said this property is primarily
dedicated to R-1 and is an addition to Park Street. He went on to say that some
parts of the Old Town Site have water and sewer and he would like Council to give
consideration in giving improvements to the rest of that area.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST

V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Commissioner Don Baker asked why the area was requesting R-4 instead of R-1.
Mr. Alexander said it was due to the size of the lots. Commissioner Jack D. Mathis
added the reason was to dedicate 2 lots instead of 1.

11. PURPOSE OF HEARING - APPLICATION NO. 227
Request of Harold D. Gentry, Agent for Majestic Christian Center, owner, for
an amendment to the Land Use and Urban Development Ordinance of said
City from Classification Single Family Residential (R-2) to General Business
(GB) on the following described property, to -wit:
1.550 ac. tract being part of the south 225 ft. of the east 'h of the northeast
1/4 of the northeast'/4 of the northeast 1/4, Section 14, of the H.T. and B.
Survey, Abstract 509, Brazoria County, Texas (3512 McLean Rd.)
Director of Planning and Development Dennis Smith presented the location of the
proposed zone change.

V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Councilmember Richard Tetens questioned the necessity for the zone change.
Director of Planning and Development Dennis Smith replied that the Ordinance
does not delineate between a church and a daycare. Mr. Tetens said the church
is its primary function. Mr. Smith said Pastor Gentry said this particular building
was for a full-time Monday -Friday daycare.

II. PURPOSE OF HEARING - SPECIFIC USE NO. 58
Request of Southwestern Bell Companies, Peter S. Thompson, agent for
Houston Pine Hollow Associates, Ltd., owner, for an amendment to the
Land Use and Urban Development Ordinance of said City from
Classification General Business (GB) to General Business Specific Use
(GBS) on the following described property, to -wit:
.056 acre out of Lot 34 of George W. Jenkins Subdivision (located in James
F. Perry/Emily M. Austin League Abstract 111), Brazoria County, TX.
Planning and Development Director Dennis Smith presented the location of the
proposed zone change.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Mr. Peter S. Thompson, Agent, 14575 Presidio Square, Houston, stated that the
building is a 10 X 24 unmanned structure to house technical equipment. The site
is 40 X 50 and allows vehicles to get in and turn around. This is an economical
way to use the equipment and bring service to the community. The equipment will
be digital modems and room for future usage, whatever the latest technology is.
The facility will be fenced for security, or it can be unfenced.
IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST
None.
V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Mr. Smith said this is an unusual site and not covered by the Ordinance. It is a
switching station for SWB, and the driveway is provided by Moody National Bank.
It is too small to meet the requirements to be platted; however, SWB is allowed to
lease the area for 99 years. SWB has numerous sites around Pearland.
Councilmember Larry Wilkins stated he would like to see fencing around the
building due to it being in a residential area, and asked it would be constructed
of wood. Mr. Thompson said it would be wooden and there is potential for an
abundance of screening. The structure will be bricked and roofed to comply with
Council's requirements.
