A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING WORK AUTHORIZATIONS FOR ENGINEERING
SERVICES ASSOCIATED WITH THE PEARLAND MOBILITY AND
DRAINAGE BOND PROGRAM.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Turner,
Collie and Braden, Inc., ("T C & B)for Program Management of the Pearland Mobility and
Drainage Bond Program was authorized by the City Council on December 10, 2001.
Section 2. That T C & B has developed work authorizations, which are attached
hereto as Exhibits "A" and "B" respectively.
Section 3. That the work authorizations for engineering services associated with
the Pearland Mobility and Drainage Bond Program are hereby approved.

This Work Authorization is made pursuant to the terms and conditions of the Pearland
_Mobility'& Drainage Bond Program, hereinafter identified as the "Contract", entered into
by and between the City of Pearland ("City"), and Tumer Collie & Braden Inc.
("Engineer).
PART 1. Work Authorization No. 2 is related to Miscellaneous Road Improvement
Projects, Group 1 including; Old Alvin - Broadway to Plum, the Magnolia and McLean
intersection and the Fite and Harkey intersection. The Engineer will perform
Topographic Survey services and Geotechnical Investigation under this Authorization.
PART 2. The maximum amount payable for services under this Work Authorization is
$127,733.35. This amount is based on the following: See attached fee proposals
submitted by: TSC Engineering for Survey dated January 17, 2002 in the amount of
$31,200.00; TSC Engineering for Basic Design Services, Drainage Report, Traffic
Control and SWPPP in the amount of $ 88,163.35 and HVJ Associates, Inc. for
Geotechnical dated January 18, 2001 in the amount of $8,370.00 for a total of
$127,733.35.
PART 3. Payment to the Engineer for the services established under this Work
Authorization shall be "Lump Sum".
PART 4. This Work Authorization shall become effective on January 28, 2002 and shall
terminate on November 12, 2005, unless extended by a supplemental work authorization.
PART 5. This Work Authorization does not waive the parties' responsibilities and
obligations provided under the contract.
PART 6. This Work Authorization is hereby accepted and acknowledged below.

Scope of Services & Compensation
A. Establish Project Vertical Control
1. Recover existing Monuments with elevation datum and verify accuracy of the
published elevations.
2. Establish new benchmarks as required to establish vertical control at intervals
not to exceed 1000-feet along the proposed alignment.
3. Establish a horizontal position on all recovered and new benchmarks for
future recovery.
B. Establish Project Horizontal Control
Horizomal Control will be based upon the Texas State Plane coordinate
System, South Central Zone, NAD 83. All the coordinates will be Texas
State Plane Grid with the Surface conversion to be provided for future use.
2. Recover existing Monuments with horizontal datum and verify the accuracy
of the published coordinates.
3. Establish new project horizontal control points along the alignment at
intervals not to exceed 1000-feet.
C. Stake Proposed Alignment
The project baseline will be coincidental with, or parallel to, the stationed
"Design Cemer Line." Base line control points will be established using 5/8"
iron rods, 36" long, at PCs, Pis and PTs of horizontal curves and at 1000'
maximum intervals on tangents. This cemerline staking will be maintained
through completion of design and awarding of the construction contract.
2. The location of all soil core drill holes will be staked as determined by the
Engineer.
D. Topographic Surveying
Determine adjoining property owners from city and county records and
compile a list of owners. Obtain Right-of-Entry Letters from the adjoining
property owners to conduct topographic surveys.

Locate visible major topographic features to include, but not limited to, curb
lines, gutters, driveways, ditch lines, structures, major vegetation, signs,
contour break lines, sidewalks, fences, traffic signals, street lights, railroad
tracks, parking lots, mailboxes, buildings and other fixed features.
3. Topographic features will be obtained 50 feet beyond the existing right of
way for existing facilities.
Locate visible major utilities (i.e. power poles, manholes, pull boxes, pipeline
markers, fiber optic markers, etc.) and other utility features that may affect
the project. The direction and type of overhead wires shall be noted.
Locate all manholes, handholds and valves within the project. All manholes
shall be opened and size, direction and rim and flow elevations shall be
noted. The utility owners shall be contacted and the location, type and depth
of the facilities shall be determined in profile, along the proposed alignment.
The underground profile shall include storm sewer, sanitary' sewer, water,
electric, telephone, fiber optic, gas and other utility found within the project
limits.
7. The location, size, flow line anddirection of all cross drainage structures shall
be recorded.
8. Profile existing drainage facilities.
9. Establish elevations at all tied topographic features.
E. Right-of-Way Survey
1. Recover and verify existing Right-of-Way comers of the portion of the
dedicated parcels.
F. Preparation of Graphic Files
1. Prepare 2D CADD electronic file of planimetrics at the horizontal scale of
1"=40'.
2. Prepare 3D CADD electronic file of the project.
Perform CADD electronic file of the profile along the base line to include all
under ground utilities at a horizontal scale of 1"=20' and a vertical scale of
1 "=2'.

points (vertical and horizontal), Right-of-Way, property lines, and the base
line alignment.

scale of 1"=2', including all underground utilities.
3. Hard copy o£the plan view.
4. 3D Graphic file of the project including all features voids and break lines.
5. ASCII point data file in electronic format with printout.
6. Copies of field notes.
7. Property owners' list and copy of signed Right-of-Entry Letters.
We propose to do the work described in the Scope of Services, based on a lump
sum fee, without further modifications is $31,200.00.
Submission Schedule & Deliverables
TSC recognizes the urgency of this project and proposes to begin work within
two (2) working days after receipt of written notice to proceed and will complete
the work within eighteen (18) calendar days.

It is with great pleasure that TSC Engineering Company submits this cost proposal for the design of
roadway capacity projects in the City of Pearland. These projects were described in package of
information provided by TCB to TSC Engineering Company on December 19, 2001 and include:
Project No. 2 Old Alvin - Broadway to Plum
This project will widen the existing asphalt pavement to 36 feet to accommodate a left mm lane and add
6 foot asphalt shoulders Broadway to north side of the Plum Intersection. This project will include the
reconstruction of the Plum Old Alvin intersection with left turn lanes utilizing concrete pavement. This
project is approximately 2,400 feet in length.
Project No. 6 Magnolia at McLean Intersection
This project will add left turn lanes on north, east and south sides of intersection, typically the turn lanes
are 200 feet long with a I00 foot transition.
Project 10a Fite @ Harkey
This project will add left turn lanes on all four legs of the intersection to relieve congestion at the
nearby school, culverts will be extended as necessary. The improvements will extend 600 feet to the
north and west and 300 feet to the south and east.
The scope of work will include the preparation of construction plans, specifications, and estimates for
the three projects noted above. This includes the preparation of a letter report on the drainage to cover
each location, it does not include the preparation of a detailed impact study or channel analysis. This
scope of work does not include the preparation of public or private utility relocation drawings, the
preparation of traffic signals or traffic studies of any type.
The total lump sum cost will be $88,163.35 as detailed in the attachment.
This estimate includes limited construction phase services to include review of shop drawings,
attending a prebid meeting and a preconstruction meeting and responding to requests for information
from the contractor referred to us through Turner, Collie & Braden.

April 24, 2002 to meet the letting date proposed. This is based on TSC's production capability and any

The total number of borings wilt be eight (8); including seven 10-1:bet borings which will require
pavement coring and traffic control, and one 30-foot boring for the detention pond. We propose
to install a piczometer in the 30-foot boring, in order to detemfine stabilized groundwater
conditions for thc dcteution pond. Wc recommend that abandonment of thc picz0meter be
included in the contractor's scope of' work. The remaining borings will be backlillcd with
ccmcut-bcntonite grout aftcr obtaining groundwater levels during and on eompletiou of drilling.
We have assumed that the borcholc locations are accessible to truck-mounted drilling equipment.
All the field and laboratory tests will bc pcrf'ormed according to TxDOT and ASTM stan&u'ds,
whore applicable, or with other w'~II established procedures. Results of the field ami laboratory
data wilt bo used to develop rccommcadations for pavement and detention pond design and
c. onstrttction. In general, the following items will be included in the report:
1. Boring logs and test data
2. Groundwater conditions
3. Gcncralizcd subsUrface conditions
4. Pavement thickness design
5. Detention basin recommendations, including slope stability
6. Structural fill req,diremcnts and general earthwork recommendations
A report of our study will be prel.?ared by aa engineer specializing in soil mcchmics and
foundation engineering after rewewmg available structural, gee. logical, boring and laboratory
data. We expect to complete this assignment in approximat¢Iy s~x weeks, following our ~eceipt
olYyour written notice to proceed. Preliminary foundation design h~formation, if needed, will be
suhmittcd as it bccotncs available.

Based on the scope of work outlined, the lump sum fcc for our services is $8,370. A cost
breakdown is presented in an enclosed table. Our accounting procedures call for the subrnittal of
invoices on a month-end basis or at the conclusions of project shoukt its duration last less than a
month. Our credit t¢mas are 30 days net.

This Work Authorization is made pursuant to the terms and conditions of the Pearland
Mobility & Drainage Bond Program, hereinafter identified as the "Contract", entered into
by and between the City of Pearland ("City"), and Turner Collie & Braden Inc.
("Engineer).
PART 1. Work Authorization No. 4 is related to The Corrigan Subdivision Drainage
Improvement Project. The Engineer will perform Hydrology and Hydraulic Analysis,
PART 2. The maximum amount payable for services under this Work Authorization is
$68,000. This amount is based on the attached fee proposal submitted by LJA
Engineering and Surveying, Inc. dated January 9, 2002.
PART 3. Payment to the Engineer for the services established under this Work
Authorization shall be "Lump Sum".
PART 4. This Work Authorization shall become effective on January 28, 2002 and shall
terminate on November 12, 2005, unless extended by a supplemental work authorization.
PART 5. This Work Authorization does not waive the parties' responsibilities and
obligations provided under the contract.
PART 6. This Work Authorization is hereby accepted and acknowledged below.

Dear Mr. Keller:
We are pleased to submit the following Scope of Services for a Hydrology and Hydraulic Analysis
of Corrigan Subdivision. It is our understanding that LJA will be providing these engineering
services and, as the Program Manager for the City of Pearland, Texas, Turner Collie & Braden is
negotiating a contract with our firm. A proposed Scope of Work is enclosed as Attachment A.
The following fees, corresponding to Attachment A are proposed in accordance with the attached
Professional Services Agreement (PSA).
COMPENSATION
The compensation for the items of work proposed in the Scope of Services will be on a lump sum
basis in accordance with the attached PSA. The estimated fees are as follows:

Payment for the above mentioned services will be made on a monthly basis by Turner Collie &
Braden based on the schedule in the attached PSA.
