1997-09-08 CITY COUNCIL PUBLIC HEARING MEETING MINUTES 7:00PM77 MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON SEPTEMBER 8, 1997, AT 7:00 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro Tem Councilmember Councilmember Councilmember Councilmember City Attorney City Secretary Tom Reid Helen Beckman Larry Wilkins Richard Tetens William Berger Kevin Cole Amy McCullough Young Lorfing Others in attendance: Project Coordinator Alan Mueller; Police Chief Mike Hogg; City Engineer John Hargrove; Planning and Community Development Director Dennis Smith; Director of Finance David Castillo; Director of Administrative Services Mary Hickling; Parks and Recreation Director Ed Hersh; Emergency Management Director David Smith; and Advanced Intern Ruby Perez. PROPOSED ANNEXATION (COUNTY ROAD 89/COUNTY ROAD 91 AREA) To consider the proposed annexation of approximately 452 acres south of the current City Limit in the vicinity of County Road 89 and County Road 91 in Brazoria County, Texas; read into the record by Mayor Pro -Tem Beckman. STAFF REVIEW OF PROPOSED SERVICE PLAN Project Coordinator, Alan Mueller, presented the location of the proposed annexation and explained the Service Plan in detail. CITIZEN COMMENTS E.R. Milstead, 2408 County Road 89, addressed Council concerned about the animals he currently has on his property and his concerns about sub -dividing the newly annexed property. Mr. Milstead stated that he was not interested in being annexed. Dave Ebb, asked Council how this annexation affects mobile homes? COUNCIL/STAFF DISCUSSION City Manager, Paul Grohman, addressed Mr. Milstead's concerns regarding his animals. Mr. Grohman stated that the animals he now has will be grandfathered, however, the number of animals would have to remain the same and could not be increased. Mr. Grohman, stated that subdivisions inside the city limits are done exactly like subdivisions outside the City limits except, if the subdivision is outside the City limits they are not zoned. Mr. Grohman, also addressed the question regarding mobile homes. He stated that mobile homes on the property at the time of the annexation will be grandfathered and allowed to stay. However, additional mobile homes cannot be placed on the property unless the property is zoned for them. He said there is zoning available for mobile homes and mobile home parks. Mr. Grohman, stated this annexation helps with the utility requirements in the area, makes a good in road to the Silverlake Community, and gives a good opportunity to serve future annexations in this area with utilities immediately after annexation. Mayor Reid, stated that the City will have a second public hearing next Monday, September 15, 1997 at 7:00 p.m. in the Council Chambers.
