R2002-0050 03-11-02RESOLUTION NO. R2002-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN APPLICATION TO THE OFFICE OF THE ATTORNEY GENERAL OF TEXAS FOR A VICTIMS' ASSISTANCE DISCRETIONARY GRANT AND EXECUTE ANY AGREEMENTS NECESSARY TO RECEIVE SAID GRANT. WHEREAS, the victims of crime often have needs that are not met by our criminal justice system, which is focused more on punishing the offenders than assisting their victims; and WHEREAS, the 77th Texas Legislature has appropriated over $37.4 million in grant funding to assist crime victims to be administered by the Office of the Attorney General of Texas; and WHEREAS, the City of Pearland would benefit from the provision of victim services in the community; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager or his designee is hereby authorized to submit an application to the Office of the Attorney General of Texas for a Victims' Assistance Discretionary Grant and execute all necessary agreements as required by the grant guidelines. Section 2. That any Victims' Assistance Discretionary Grant hereby secured shall be used to fund the Victims' Assistance Program by the Pearland Police Department to assist victims of crime, protect and advocate the rights of victims, provide victims with information about available services and prevent further victimizaton. Section 3. That the City of Pearland will refund in full the Victims' Assistance Discretionary Grant funds in the event that those funds are lost or misused by the City. Section 4. That the City of Pearland will not use the existence of a Victims' Assistance Discretionary Grant award to the Pearland Police Department to offset or decrease the funding that the Pearland Police Department receives after the grant is awarded.
