The meeting was called to order with the following present:

PROPOSED ANNEXATION (MANVEL ROAD/COUNTY ROAD 101 AREA)
To consider the proposed annexation of approximately 2097 acres south and west of
the current City Limit in the vicinity of FM 1128 (Manuel Road) and County Road 101
in Brazoria County, Texas; read into the record by Mayor Pro -Tem Beckman.
STAFF REVIEW OF PROPOSED SERVICE PLAN
Project Coordinator, Alan Mueller, presented the location of the proposed annexation
and explained the Service Plan in detail.
CITIZEN COMMENTS
Vincent Campo, 6616 Confederate, addressed Council asking when City services
begin?
Rene West, 2510 Westminster, stated she supported the annexation because the
emergency services would be greatly improved and in time utilities would be available
for those wanted to get off of water wells and septic systems. She further stated that
the people at City Hall have really gone out of the way to make Pearland a small
community where everyone has input and can participate and discuss the direction of
the City.
George Contes, 16035 Lee Lane, addressed Council stating that his is against the
annexation. He asked what services they would receive that they do not have now?
He also voiced his concern regarding flooding and drainage in new subdivisions.
Bob Shear, 5210 Spring Circle Drive, advised Council that on Friday he had closed
on 5 acres of property behind the Colonial Estates Subdivision. He is concerned he
purchased property he's not going to be able to use. He also had concerns about
paying for services that he will not be using and the cost of the impact fees.
COUNCIL/STAFF DISCUSSION
City Manager, Paul Grohman, stated that anyone on a water well or septic system is
allowed to stay on that system. Mr. Grohman gave examples of the services that is
paid for by property tax dollars, such as police, fire, ambulance, animal control, code
enforcement, and other City services residents receive. He also stated that if you are
not tied onto the water and sewer system, you do not pay for those services.
Mr. Grohman also stated that you are not forced to tie onto the water and sewer
system, if your well and septic systems are working properly. He advised that Impact
Fees will be in effect for at least three years, and is $1,997 per connection.
Mr. Grohman addressed the question of flooding and drainage. He said it is true that
water has raised dramatically in areas that are unincorporated that have not been
regulated properly. Mr. Grohman stated that this is one of the goals of Council to
stop this type of "hodge podge" development which will help reduce the flooding.
Mr. Grohman addressed flooding, detention, and surface water in detail. He also
recapped the Service Plan giving the times the various City services are available to
newly annexed areas.
Mayor Reid, stated that the City will have a second public hearing next Monday,
September 15, 1997, at 6:30 p.m. in the Council Chambers.
