R-2014-077 2014-07-14RESOLUTION NO. R2014-77 A Resolution of the City Council of the City of Pearland, Texas, supporting passage of a Texas State Constitutional Amendment (Proposition 1) providing increased funding for highway maintenance and construction. WHEREAS, the economic growth in the State of Texas and the Houston - Galveston region is expected to more than double the demand for car and truck travel on the State roadways over the next 35 years; and WHEREAS, the Texas Department of Transportation's 2030 Commission estimates that without additional funding for the rehabilitation of existing highways or development of new road capacity, the costs of travel to the average household could grow to $6,000 per year due as a result of increased damage to vehicles, wasted fuel and time; and WHEREAS, approximately $9.5 billion per year in state highway construction funding is needed to achieve "minimally competitive" conditions on Texas roadways; and WHEREAS, the current state budget for highway construction of approximately $5 billion per year will, based on current revenue projections, decrease 50% for the next biennium based on expected revenues; and WHEREAS, the proposed amendment to the Texas Constitution known as Proposition 1 would result in an estimated $1.4 billion per year for the state highway fund without increasing taxes, tolls or additional borrowing by the State of Texas, now therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council supports passage of the proposed Constitutional Amendment on the November 4, 2014, ballot (known as Proposition 1) to address Texas' transportation infrastructure needs.
