1997-08-04 CITY COUNCIL SPECIAL MEETING MINUTESMINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF .— PEARLAND, TEXAS, HELD ON AUGUST 4, 1997, AT 7:00 P. M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Attorney City Secretary Tom Reid Helen Beckman Kevin Cole William Berger Richard Tetens Larry Wilkins Amy McCullough Young Lorfing Others in attendance: Project Coordinator Alan Mueller; Police Chief Mike Hogg; City Engineer John Hargrove; Director of Finance David Castillo; Emergency Management Director David Smith; Administrative Services Director Mary Hickling; Assistant Police Chief Chris Doyle; Grants Director Janet Berry and Accounting Clerk Dawn Coryell. '` PURPOSE OF THE MEETING: COUNCIL ACTION - ACCEPTANCE OF CERTIFICATION OF ANTICIPATED DEBT COLLECTION RATE FOR 1997 AND CERTIFICATION OF EXCESS DEBT COLLECTIONS FOR 1996. Mayor Pro -Tem Beckman made the motion, seconded by Councilmember Tetens to accept the certification of anticipated debt collection rate for 1997 and certification of excess debt rate collections for 1996. City Manager, Paul Grohman, stated the City's Tax Collector/Assessor Jo Knight certifies that we will collect 100% of our taxable value. Historical averages show that we will collect 100%, however, there could be some outstanding taxes due because of the sale of property. Voting "Aye" Councilmembers Cole, Berger, Beckman, Tetens, and Wilkins. Voting "No" None. Motion Passed 5 to 0 COUNCIL ACTION - PRESENTATION OF 1997 CERTIFIED APPRAISAL ROLL FOR THE CITY OF PEARLAND AND ASSOCIATED NEW CONSTRUCTION VALUE. 26 Councilmember Berger made the motion, seconded by Councilmember Cole to accept the presentation of the 1997 Certified Appraisal Roll for the City of Pearland and associated new construction value. City Manager, Paul Grohman, stated we are appraised by the Brazoria County Appraisal District and the net taxable property value for 1997 is $ 1,020,836,821.lt is an increase over last year and the bulk of that is in new value. He also said the tax rate will remain the same at $.6950. Mr. Grohman also stated that the Truth in Taxation Law shows that we are raising taxes and we are not. The increase is due to the increase in value, the tax rate will remain the same. Voting "Aye" Councilmembers Wilkins, Tetens, Beckman, Berger, and Cole. Voting "No" None. Motion Passed 5 to 0.
