1997-07-28 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTESW MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON JULY 28, 1997, 6:30 P.M., IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. CALL TO ORDER The meeting was called to order at 6:30 p.m. The purpose of the public hearing was read into the record by Planning and Zoning Commissioners. 11. PURPOSE OF HEARING Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development District (SD) to Single Family residential (R-1) on the following described property, to -wit: Located in Skyway Manor Subdivision, a part of Section 15 of the H.T. & B.R.R. III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUESTS The following individuals addressed Council and the Planning & Zoning Commission stating that they were in favor of these properties being zoned Single Family Dwelling District (R-1): Bert Withers, 2825 Piper Road; Richard A. Wells, 2736 Piper Road; and William W. Ebeling, 2740 Piper Road. Mr. Withers questioned the length of time from filing his application until it came before Council. Mr. Mueller explained that in December, 1995, these properties were annexed into the City. He went on to say that the property owners were given a year to annex their property at no charge; therefore, at the close of December, 1996, a flood of applications were received by the City and has taken this long to process them. He regrets any inconvience this may have caused. Councilmember Larry Wilkins stated that if the City had had the Master Plan in effect that covered the ETJ, the City could have zoned entire subdivisions, which would have saved �u home owners from requesting individual zone changes. The purpose of the meeting was read by Chairman Pat Lopez. II. PURPOSE OF HEARING - APPLICATION NO. 186 Request of Donald R. & Opal Cote, owner, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development District (SD) to Single Family Dwelling District (R-1) on the following described property, to -wit: Lot 18, Mahanay Subdivision, a part of Section 15, H.T.& B.R.R. PURPOSE OF HEARING - APPLICATION NO. 218 Request of Horace W. Price, owner, for an amendment to the Land Use and Urban Development Ordinance of said City from Classification Suburban Development District (SD) to Single Family Dwelling District (R-1) on the following described property, to -wit: Lot Q, Section 1, Garden Acres Subdivision of the H.C. Johnston 99 Acre Tract, also being the south 99 acres of Section 7 of the H.T.& B.R.R. Company Survey, A-219, Brazoria County, Texas.
