A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, ESTABLISHING GUIDELINES FOR STAFF TO REQUEST
VENDOR/APPLICANT ATTENDANCE AT CITY COUNCIL MEETINGS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain Guidelines for staff to request vendor/applicant
attendance at City Council Meetings, a copy of which is attached hereto as Exhibit"A"and
made a part hereof for all purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute
and the City Secretary to attest the Guidelines.
PASSED, APPROVED and ADOPTED this the 26t" day of August, A.D., 2013.

tjr. `l' Zoning (P&Z) Meetings
Purpose
To establish a protocol for requesting vendor and/or applicant attendance at City Council and
P&Z meetings.
Policy
City Council has found it to be in the best interest of the City to have vendors being considered
for bid awards and various zoning applicants to be present at any City Council and P&Z meeting
wherein their award/application is on the agenda for consideration. While the ultimate decision
to attend or not to attend a meeting will reside with the vendor or applicant, this policy seeks to
outline the scenarios which will prompt City staff to request vendor/applicant attendance at the
subject meetings. It should be noted that the City should not make a ruling decision on the basis
of attendance,but rather on the merits of any particular award or application.
Procedure
Bid Awards
• Vendor attendance will be requested by City staff, and will be referenced in bid
specifications as requested, for any bid award or renewal on City Council agenda for
consideration, with the exception of the exempted circumstances described below.
• Vendor attendance will not be requested for supply or service contract renewals which
are being renewed at no price increase, or at an increase which is within the allowable
CPI increase percentage stated in the bid specifications.
• Vendor attendance will not be requested for cooperative purchases, as many of the
awarded vendors are at some distance to the City; and the awarded vendors did not
respond directly to a City-initiated solicitation, but rather to that of the subject purchasing
cooperative.
Zoning-Related Applications
Applicant, or their representative, will be requested to attend any P&Z and City Council
meetings in which their application is on the agenda for consideration in each of the following
types of application:
• Zoning Board of Adjustment/Appeals cases;
• Planning& Zoning cases; and
• Joint Public Hearings/City Council cases.
