October 18, 1983 7:30 P.M.
.. Lynne .O gle:j president of the Friends of the Library,spoke about the drive
to obtain funds for the new library. She explained that the original goal was
$20,000, and so far $3,800 has been donated. There has been good response from
2,000 mail -outs, and good publicity has been given in the Journal by Dolores
Fenwick and by Don Willis's article. McDonald's is willing to let the Friends have
a pancake supper which must be manned by townspeople. This is being considered for
November. A 100 -club has been established so that anyone giving $100 will have
a name placed in a special section of the library.
Dennis Frauenberger reported the library and community center will be completed
near the first of November. Dedication should be soon after, pending the architect's
inspection.
Dennis inquired for the Rotary Club what the cost would be if the Rotarians paid
to provide an index on microfilm to monthly update approximately 400 periodicals.
Mr. Moorman and Dede will provide information to Rotary Club about the details of
this. The cost of approximately $1800 annually would include the reader and up -dated
reel each month.
Dennis reported the city budget was approved two weeks ago and the tax rate was
set the same as last year. A xerox copy machine has been approved by the city
council if the city does not have to provide maintenance for the new copier.
On plans for moving to the new building, Bettye Alexander reported Pancamo will
donate a truck and drive.- Date of use would need to fit into the Pahcabn6 schedule, so
Bettye will inform her of this. Harris County Public Library and Rice University
have promised to loan book trucks, so Mr. Moorman thinks he can procure 30 book trucks
for moving. All glass is in the new library except for one which was broken when
delivered, and carpet has been laid. John believes about Dec. 1st will be moving
day. Dede reported the typing table has been raised as requested.
Guy Roberts made a motion that we send a letter of thanks to Dolores Fenwick's
editor at the Journal and to Rev. Don Willis for their helpful newspaper work
concerning the new library. Motion carried.
Mr. Moorman explained how the system of the xerox copier in the library will work
so that the Friends can make a small profit. He then explained how the dedication
programs usually work but said the procedure is up to the city council. Faye
commented it would be good if Dede could have input on signs that are to indicate
where the library is from the parking lot.
Mr. Moorman commented on the new format of the statistical report and its contents.
He has been in touch with Friendswood on a reciprocal borrowing plan between Pearland
and Friendswood and plans to follow-up in the future. He then showed a copy of
the county library budget for 1984 and commented that commissioner's court has been
supportive of the library and has increased funds. On a state-wide basis,, the
county supports the library at the price of $7.08 per capita, based on 1.80,000
population. The state suggests $8.00 as a minimum, but this figure does not include
city funds given to the library. Funds for operating have been increased as well
as rebinding funds. Mr. Moorman aims for personnel increases in the next five years.
Long-term plans for the Pearland Library call for it to be open 70 hours per week.
John suggested Dede inquire what the city plans to do with furnishirrfi from the old
building, and whether she might be permitted to sell the furniture to apply toward
funds for the new library.

Bettye Alexander reminded us that Billy Joe Plaster has been a commissioner
who really supported the library and deserves our appreciation.
Mr. Moorman is studying a contract from a compnay which provides microcomputers
to libraries. However, John feels the time our library is open would not yet
furnish the number of hours needed to support such a service. Dede asked John to
discuss having a group to support the cost and operation of typewriters for the
library. He said this would be a good service for an organization to provide.
Dede reported a group from Dayton is coming to see our library as they are considering
plans for their new building at this time. There is the probability that the
county library board will meet in Pearland to see the new facility about February.
Each branch in the county system is to get a rotating collection of video films to
offer the public for checkout.
Mr. Moorman suggested we plan to meet to decide policy for the meeting room
in the new building.
