September 16, 1986
Rosalie Olah called the meeting to order with the following present: Nancy Sallee,
Dede Williams, Dave Beckman, Ed Fondren, Steve Brown, Bettye Alexander, Mayor Tom
Reid, and Judy Demecs. Bettye gave the invocation. Minutes were read and approved.
Nancy gave the treasurer's report as follows:
$313.55 last balance
63.93 V.N.P. Vending Corp.
$377.48 checking account
The savings account remains the same.
Dave Beckman made the motion that the savings and checking accounts be consolidated
since the account has shown no activity in savings in about five years. Motion was
seconded and Nancy will attend to it.
Steve reported that many county libraries showed an increase in the summer reading
program enrollments, and that they were using a passport idea begun by Pearland
Library last year. 7500 children joined the reading club in the county. West
Columbia had 287 sign up, and 260 read ten or more books. Part of the success
there was due to opening of the new library.
Dede reported on fall programs for adults which include, for September, fall
vegetable gardening, recognizing dyslexia, and pre -natal nutrition. October will
bring fall bulb planting program, self-defense for women, and a talk on evaluation
of dreams. Dede asked if Jerri Berens, nutritionist, could be paid from proceeds
of the copy maching, as we have occasionally approved. It was moved and seconded
and passed that Jerri be paid $50.00. Dede commented help will be needed to sell
memberships when Ron Stone comes as a guest speaker for Friends on Sept. 27th. Ron
will bring his Book of Texas Days. There is to be no Founders' Day celebration this
year.
Money for the McNaughton Lease plan did not get into the city budget but the library
is expected to receive a projected amount from revenue sharing. However, this is not
definite. Action should occur on this in September. Bettye said the board needs to
be prepared to make a strong statement to the city should the library not get the
revenue sharing, because the library budget from the city is small compared to other
areas. She suggested that a letter to the council be sent expressing concern over
losing the McNaughton Plan should we not get revenue sharing. It was decided that
the board would compose a letter following the meeting, to be signed by all board
members and to go to City Council.
Steve said a fund-raising campaign by BCLS is being contemplated to provide endowments
for the system. In the past, fund-raising has been conducted at the corporate level
but general public support has not been solicited. A donation of $25.00 or more would
give the donor a gold library card as a symbol of the gift. Steve said the campaign
begins at the local Friends groups next spring so that the local Friends groups will
receive a portion of the endowments and the remainek will go to the foundation.
The fall book sale will not be held this year, and the annual sale will be at Brazos
Mall next spring. Steve further gave September 7th as dedication date for the West
Columbia Library, which opened in July. Billie Garrison, Children's Librarian in
Pearland, will meet October 10th with others to discuss and trade ideas on storytelling.

Beginning in September all the county libraries will be conducting a year-long
collection study, especially on adult non-fiction to see what is being read so that
the best use can be made of book purchase funds. Steve stated June and July had very
good circulation reports and noted the county is nearing the quarter -million volume
figure, excluding paperbacks.
Dave asked which areas the bookmobile presently serves and Steve described this as
including stops in Corrigan, Southdown, Country Place, Liverpool, and Danbury, mainly
areas which do not have a library nearby.
Dede requested that ideas for adult programs be suggested to her. Steve suggested
an idea for children's storytelling hour in that a guest storyteller might be provided
so that Billie could talk to parents about their children's developing good reading
habits.
Dede said in view of our concern over the costs of the McNaughton Plan, we sould
table custodial needs for now. Mayor Tom Reid asked Dede what is the library
budget from the city, and she stated $16,000 is the total.
Next meeting will be held in November.
