Rosalie Olah called the meeting to order and the treasurer's report was given, following
the reading and approval of minutes. Nancy reported:

Dede reported that Pearland Library will receive a part-time clerk of 20 hours.
Further, a Disadvantaged Services Grant was received in the amount of a little over
$5,000.00 for large -print books. There is an obligation as part of the grant to develop
volunteer services to move books to the Knapp Senior Citizen Center. Dr. Galen came
to see Dede to propose that Rotary Club take on a program to aid the visually impaired.
Rotarians are considering donating cassettes and players and will contact Dede again.
In approval of the city budget, the library was granted its requests, including a raise
in the McNaughton Plan to allow for more books per month. Dede had handouts to describe
the fall adult programs. The Summer Reading program registered 1500, with over half
of that number completing the program. Dede has two regular volunteers now. The
August statistics were circulated.
Steve presented his report including library statistics showing gains in circulation
and borrowers for Pearland over the 1980-1990 decade. He emphasized the need for a
fiv&-fear plan, which should be begun as soon as the spring population statistics are in.
On the county budget recently passed, the library portion of general funds has increased.
Steve said the impact on Pearland's being made a regional library is significant.
Staffing improvements and increased book budget are important segments of the budget
for libraries.
Bettye and Steve attended the first of several meetings leading up to the Texas Con-
ference on Libraries to be held in January. The nex+L meeting will be October 131..1 at
Houston Comim n. '`:y Collr!;e. These meetings are all in preparation for the White House
Conference next July and will influence library image and state funding. Three main
areas the conference will center on are literacy, productivity, and democracy.
Bettye attended the literacy interest group and reported that many "non -library types"
have presented good ideas for promoting literacy efforts in the community. Steve
summarized how privacy issues were discussed in the democracy focus group he attended.
Steve said in the county library meeting fax machines were discussed as a way of com-
municating between libraries. Pearland has the possibility of receiving a fax machine
since about two machines will become available.
It was discussed whether we might change the Pearland Library Board By-laws so that
we would have four meetings per year instead of the present five. Those present
agreed that the notice of the November meeting will notify members that we will vote
to amend Article II, Sec. 1 of the by-laws at that meeting.
