AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, ADOPTING A STORM DRAINAGE DESIGN
CRITERIA MANUAL TO GUIDE AND DIRECT THE DESIGN OF
DRAINAGE DEVELOPMENT AND IMPROVEMENTS IN THE CITY
OF PEARLAND; HAVING A SAVINGS CLAUSE, A SEVERABILITY
CLAUSE, AND A REPEALER CLAUSE.
WHEREAS, the City of Pearland, a home rule municipality, is authorized by
Charter to adopt and implement necessary and reasonable regulations in the best
interest of its citizenry; and
WHEREAS, the City of Pearland may, in accordance with its police powers, take
necessary action to control the drainage of the City's topography to prevent flooding; and
WHEREAS, Harris County developed the unit graph methodology used for design
of flood control and drainage facilities for analysis of drainage of large developments and
for design of major flood control facilities; and
WHEREAS, the City wishes to apply the unit graph methodology in the City's
Storm Drainage Criteria Manual; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City Council hereby adopts the Storm Drainage Design
Criteria Manual, a copy of which is attached hereto as Exhibit "A" and made a part hereof
for all purposes, to guide and direct the design of drainage development and
improvements in the City of Pearland, Texas.

Section 2. Savings. All rights and remedies which have accrued in favor of the
City under this Ordinance and amendments thereto shall be and are preserved for the
benefit of the City.
Section 3. Severability. If any section, subsection, sentence, clause, phrase
or portion of this Ordinance is for any reason held invalid, unconstitutional or otherwise
unenforceable by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct, and independent provision and such holding shall not affect the validity
of the remaining portions thereof.
Section 4. Repealer. All ordinances and parts of ordinances in conflict herewith
are hereby repealed but only to the extent of such conflict.
