MINUTES OF THE MEETING OF THE CITY COUNCIL
OF THE CITY OF PEARLAND HELD MAY 5,
1960

The regular meeting of the City Council of the City
of Pearland, Texas, was called to order by Mayor Gibbons at
8:00 P. M. on May 5, 1960, with the following City Officials
present:

The Minutes of the meeting of April 28, 1960, were
read and approved.
The first matter to come before the meeting was a
drawing for the newly elected Aldermen,resulting as follows:
Tom Alexander 1 year
Victor A. Nolen 1 year
L. C. Hawkins 1 year
W. E. Parker 2 years
David L. Smith 2 years
City Attorney Jack Harrison swore in the new officials.
All committees'were re -appointed with the same.Aldermen serving
in their previous positions. Alderman Parker was re -appointed
Mayor Protem. The Corporate Recorder, Mr. Segelquist, was re-
appointed for one year, until the next regular City Election.
The next regular election is scheduled for the first Tuesday
in April of 1961.
Mr: C. Cunningham appeared before the Council and
expressed -the pressing need to resolve his problem with the
Street and Bridge Committee on streets in the Mimosa Addition.
After a discussion of same, a meeting was set for Tuesday,
May 10, 1960, at 8:00 P. M. to meet with Mr. Cunningham and
discuss his problem.
The next matter to -come before the meeting was the
discussion by Mayor Gibbons of the appointment of Mr. Johnson
as Chief of Police on April 9, 1960. A motion was -made by
--Alderman Alexander and seconded by Alderman Nolen that'the
appointment by Mayor Gibbons of Chief of Police R. V. Johnson
be confirmed for an indefinite period. WHEREUPON,_the question -
was asked and the motion carried, all present voting "AYE",
with no "NOES".
A motion was next made by Alderman Parker that the.
minimum fines to appear on the reverse side of City Police
Tickets read as follows:
1) Speeding $15.00 for first 10 miles
over stated limit, plus
$1.00 per mile thereafter.

2) Red Light $5.00
3) Stop Sign $5.00
4) Muffler Violation $5.00
5) Negligent Collision $15.00
6) Defective Lights $5.00
7) No Drivers License $25.00
These fines are to be in addition to the $12.00
Corporate Court costs, and failure to appear on the set date
will result in an additional $5.00 warrant fee.
After due discussion of proposed fines, the motion
as made by Alderman Parker was seconded by Alderman Smith.
WHEREUPON, the question was asked and the motion carried,
all present voting "AYE", with no "NOES".
A motion was next made by Alderman Nolen and
seconded by Alderman Parker that the Chief of Police receive
a monthly salary of $150.00 per month, plus the arresting
officer's fee of $3.00 per arrest which was previously
authorized for such services and the use of his car.
The Chief of Police was also authorized to deputize Lyn
Crawford and M. T. Fernandez as city policemen. WHEREUPON,
the question was asked and the motion carried, all present
voting "AYE", with no "NOES".
The Mayor next instructed all officials to proceed
with obtaining bonds as authorized.
The Mayor also instructed the Secretary to advise
Houston Lighting and Power Company of the annexation of the
new area and to file the annexation with the County Clerk.
Mr. Charlie Ege and Mr. John Fry, with Southwestern
Bell Telephone Company next discussed the Gross Receipts
Ordinance passed by the City Council for the telephone
company and the reason they could not agree to the pro-
visions embodied therein. After a lengthy discussion
of the matter the Council took their Ordinance under study.
A motion was next made by Alderman Nolen and
seconded by Alderman Smith that Mr. Henry Whitt be
appointed Local Civil Defense Co-ordinator for the City
of Pearland. WHEREUPON, the question was asked and the
motion carried, all present voting "AYE", with no "NOES!'.
There being no further business to come be%u re
the Council, the same was adjourned, subject to call.
