OF THE CITY OF PEARLAND HELD APRIL 7, 1960

The regular meeting of the City Council of the City of Pearland
was called to order by Mayor Gibbons at 7:30 P. M. in the Pearland
Junior High School Board Room on April 7, 1960, with the
follgwing City Officials present:

Guests present were Mr. Clyde D. Crenshaw, J. M. Young,
and Jackson Hinds,.with the Houston Natural Gas Corporation.
The first matter to come before the meeting was a motion by
Alderman Nolen that the City Ordinance pertaining to City
elections be revised to provide for paying the Election Clerk
and Assistant Election Judge.$10.00 each and the Election_ Judge,
$11.00 for holding the City Election of April 5, 1960., - The
motion was seconded by Alderman Parker, WHEREUPON, the question-
was
uestionwas asked and Aldermen Nolen and Parker voted "AYE", -with
Aldermen Alexander, Smith and Hawkins- voting "NO", the. noes
being a majority and the motion failed to carry.
A motion was next made by Alderman Hawkins and seconded by
Alderman Parker that the regular meeting nights be changed to
the first and third Thursday nights of each month with time
fixed at 8:00 P. M.. WHEREUPON, the question was asked,- and the
motion carried, all present voting "AYE", with no "NOES".
Mayor Gibbons next suspended the next regular meeting until
May 5, 1960.
Mr. Jackson Hinds, with Houston Natural Gas Company next
came before the Council and discussed the recent gas rate ordinance
passed by the City of Pearland, and advised that they would have
to take due measures to insure a fair return on their money in
Pearland. Mr. Hinds indicated they would like very much to obtain
a franchise to operate in Pearland and could offer the following:
1) Guarantee the City of Pearland $1000.00 per year for a three
year period as gross receipts revenue. If the 2% tax was more
than $1000.00 the City would receive the total 2% revenue. If
the 2% tax resulted in less than $1000.00 the City would still be
paid $1000.00 per year.
2) If granted a franchise the parent company, Houston Pipe Line,
would build their ware housing facilities on the West edge of the
City. If no franchise is granted them they do not plan to place
the warehouse in Pearland.
3) The length of franchise does mt necessarily have to be 50 years.
They would be receptive to as low as a 25 year franchise.

City Attorney Jack Harrison explained to the Houston
Natural that the City felt its rate ordinance was fair, but if
they could prove with statistical facts from company records that
a fair return could not be realized from the reduced rates, then
the Council would be receptive to considering amending the rate
ordinance for gas as adopted.
The next matter to come before the meeting was that
of a motion made by Alderman Smith and seconded by Alderman Parker
that the effective date of Ordinance No. 15 be suspended for a
period of 60 days from its present effective date for the purpose
of making a study of the rate investigations Houston Natural
Gas Corporation agrees to furnish the City within a period of
60 days from this date. WHEREUPON, the question was asked and
the motion carried, all present voting "AYE", with no "NOES".
There being no further business to come before the
meeting, the same was adjourned at 11:30 P. M., subject to call.
