MINUTES OF THE MEETING OF THE CITY OF
PEARLAND HELD FEBRUARY 11, 1960

The regularmeeting of the City Council of the City
of Pearland, Texas, was called to order by Mayor Gibbons at
7:30 P. M. in the Pearland Junior High School Board Room on
February ll, 1960, with the following City Officials present:
Mayor E. T. Gibbons _
Alderman W. E. Parker
Alderman L. C. Hawkins
�. Alderman David L. Smith, Jr.
I Alderman ` Tom Alexander
Alderman Victor A. Nolen
The -Minutes of the meeting of February`4th, 1960,
were read and approved.
The" first matter to come before the meeting was that
"of--an-`,operating`agreement between the City of Pearland and".
Drainage District No. 4. Drainage Commissioner D..E. Shannon
and Mr. William McCormack, and Drainage Supervisor Lloyd -Yost -
of Drainage District No. 4 discussed the need fgrsuch an
operating agreement in order to permit them to continue to.--'
operate within the City boundaries. 'A motion was made by, --
Alderman Parker and seconded by,Alderman Hawkins that -the
Drainage District be granted the right to continue to operate
in the City as in the past on drainage projects. WHEREUPON,
the question was asked and the motion was carried, all present
voting "AYE", with no "NOES".
After a lengthy discussion of the proposed Ordinance
No. 8 prescribing the procedure for candidates to file for
city offices, a motion was made by Alderman Hawkins and seconded
by.Alderman Nolen that such ordinance be adopted. WHEREUPON,
the question was asked and the motion was carried, all present
voting "AYE", with no "NOES".
Mr. Muncy and Mr. Carr, with Anchor Petroleum
Company were next intooduced to the Council and a discussion
was had on problems regarding road culverts and the recently
adopted City Ordinance pertaining to liquified petroleum gases.
After a lengthy discussion of the matter, Mayor Gibbons in-
structed City Attorney Harrison to review Docket #1 of the
State Regulations pertaining to the proximity of storage and
�I parking of trucks bearing liquified gases near residences.
Mr. 0. O. Terrell next came before the Council con-
cerning providing the City with gas facilities. Mr. Terrell
was requested to furnish information relative to court action
where utility companies were not permitted to continue to
operate in an area w]aen a franchise was not granted.
Mr. B. E. Griffin and his attorney, Mr. Nipper,
next appeared before the Council to discuss and present to
the Council an alleged complaint of gambling which they felt
was mishandled by the City Marshal and the Corporate Court
Recorder.
A motion was next made by Alderman Alexander and
seconded by Alderman Smith that the heretofore elective offices
of City Secretary,, City Marshal and City Trea_.surer be_.
appointive effective April 5th, 1960. WHEREUPON, the
question was asked and the motion was carried, all present
voting "AYE", with no "NOES".
A motion was next made by Alderman Alexander and
seconded by. Alderman Parker that the Secretary follow up
on the offer of the use of the City Jail and office room
made by the County, it being understood that the County
would contribute to major repairs. After a discussion of
the matter by the Council, the question was asked and the
motion carried, all present voting "AYE', with no "NOES".
There being no further business to come before
the meeting, the same was adjourned at 11:00 P. M., subject
to call.
