MINUTES OF THE MEETING OF THE CITY OF
PEARLAND HELD FEBRUARY 4, 1960
The regular meeting of the City Council of the
City of Pearland,Texas, was called .to order by Mayor Gibbons
at 7:30 o'clock P..M. in the Pearland Junior High School Board
Room on February 4, 1960, with the -following City'-

The minutes of the meeting of January 29th, 1960,
were read and approved.
The first matter to come before the meeting was
that of the introduction of the newly selected City,Attorney '-
for the City of Pearland. Mayor Gibbons introduced -'Mr. Jack,
Harrison to the members of the Council.and announced that he',_
had been selected to serve as City Attorney-.- Mr -Harrison,
expressed his appreciation for being selected :for the position`
and indicated that he would perform to the best o€ li <-abs ity
on behalf of the City of Pearland.
Alderman Smith next introduced Mr Marvin Ellis
and explained.cthat Mr. Ellis was the:Fire Department's
recommendation for Fire Marshal. Mayor Gibbons expressed
approval of the Fire Department's action and indicated that the
official appointment and adoption of a Fire Marshalordinance
would be handled at a forthcoming meeting.
The next matter to come before the meeting was
that of the proposed franchise of the Houston Natural Gas
Company. Mr. J. M. Young, of the Houston Natural Gas Company,
appeared before the Council and in turn .introduced Messrs.
Hinds, Cobb and Morgan. The Gas Company _offi.cials expressed
their desire to serve the City of Pearland and emphasized the
advantages the City would have in granting a franchise to
a large facility company in preference to a small utility company.
After a lengthy discussion on various phases of their operating
policy, the Houston Natural Gas officials were told that.the
Council would continue to study the proposal along with the
proposals of other interested companies.
City Attorney Harrison suggested that a letter
be prepared requesting Houston Natural Gas Company to furnish
the City with a gas.facility piping and metering map and a de-
tailed list of gas company equipment in service within the City
boundaries. After further discussionofthe matter, a motion
was made by Alderman Parker and seconded by Alderman Smith, that
the City Attorney write a letter to the Mayor of Houston regarding
the City of Houston relinquishing rights or filing of sub-
division plats in Brazoria County to the City of Pearland for
approval. WHEREUPON, the question was asked and the motion
was carried, all present voting "AYE", with no "NOES".
Alderman Nolen next made a motion that an ordinance
be adopted regulating the use, handling, transportation, and
storage of any form of manufactured or liquified petroleum

gases; fixing inspection fees, and providing a penalty for
violations. The motion was seconded by Alderman Smith,
WHEREUPON the question was asked and the motion was carried,
all present voting "AYE", with no "NOES".
The next matter to come before the meeting was
that of establishing an official City newspaper. After
further discussion of the matter, a motion was made by Alder-
man Nolen and seconded by Alderman Hawkins, that the Alvin
Sun be established as the official City newspaper, WHEREUPON
the question was asked and the motion carried, all present
voting "AYE", with no "NOES".
There being no further business to come before
the meeting, the same was adjourned at 11:00 o'clock P. M.,
subject to call.
