1960-01-21 CITY COUNCIL REGULAR MEETING MINUTESr MINUTES OF THE MEETING OF THE CITY OF PEARLAND HELD.JANURY 21, 1960 The regular meeting of the City Council of the City of Pearland, Texas, was called,to order by Mayor Gibbons at 7:30,P. M. on January 21, 1960, in the Pearland Junior High School Board Room, with the following City Officials present: E. T. Gibbons Mayor L. C. Hawkins Alderman W. E. Parker Alderman Tom Alexander " Alderman David L. Smith, Jr. Alderman Victor A. Nolen Alderman The .first matter to come before the meeting was that of making.provisions for gas service to the City of Pearland. Mr. J. M. Young and Mr. C. D. Crenshaw of the Houston Natural Gas Company were introduced to the Council. Mr. Young read a_proposed contract for providing gas service to Pearland. A.question and answer session followed concerning rates, condition .of existing facilities, safety equipment, cathodic protection, source of supply, and the amount of revenue the City would receive from the 2% of gross receipts. After a general discussion, of facts involved, a motion was made by Alderman Alexander that Houston Natural Gas Company's pro- pos_al be taken under consideration. The motion was.seconded by Alderman Hawkins, WHEREUPON the question was asked and the motion was carried, all present voting. -"AYE", with no "NOES". The next matter to come before the meeting was that of obtaining a loan for the City of Pearland--, After a general discussion of the matter, a motion was made by Alderman Parker and seconded by Alderman Smith -.that Mayor Gibbons be authorized to make arrangements with -.the Pearland State Bank for securing a;loan in the amount of $5,000.00 for "the City of Pearland,, with $500.00 to be placed in .open account. WHEREUPON, the question was asked and the motion was carried, all present voting "AYE", with no "NOES". Alderman Smith next made a motion that the Pearland State Bank be designated as the City depository. The motion was seconded by Alderman Parker, WHEREUPON the question was asked and the motion was carried, all present voting "AYE", with no.°NOES". .. Alderman Hawkins next made a motion that all checks of the City be signed jointly by the City Treasurer and Mayor, or in the absence of the City Treasurer, -by the City Secretary, and in .the absence of the Mayor,_ by the Mayor.Pro-..tem." The motion was seconded by Alderman Smith, WHEREUPON, the -:.question was asked and the motion was carried, all present voting "AYE", with no "NOES". Alderman Parker next made a motion that a $3,000.00 bond be obtained for the Marshall, Jack Miller. The motion was seconded by Alderman Hawkins, WHEREUPON the question was asked and the motion was.carried, all present voting "AYE", with no "NOES". til 12 The next matter to come before the meeting was that of the appointment of Fire Marshall for the City of Pearland. After a general discussion of the matter, Mayor Gibbons ap- ppittted Aldermen Alexander and Smith to meet with the Fire Department and determine its thoughts concerning who should be appointed as Fire Marshall. Alderman Smith next made a motion that a letter be prepared to the County Commissioners Court authorizing the County to perform certain maintenance work within the corporate limits of the City of Pearland without liability or warranty on the part of the County of Brazoria, in accordance with the law. The motion was seconded by Alderman Hawkins, WHEREUPON, the question was asked and the motion was carried, all present voting "AYE", with no "NOES". The next matter to come before the meeting was that of determining the salaries to be paid the City Officials. After a general discussion of the matter, a motion was made by Alderman Nolen and seconded by Alderman Hawkins that the salaries of the Aldermen and Mayor be fixed at $1.00 per..year,, with•the partial year of the initial officials paid at the rate of $1.00 per official. WHEREUPON, the question was asked and the motion was carried, all present voting "AYE", with no "NOES". Alderman Hawkins next made a motion that Marshall Miller's salary -be set at $3.00 per fine as previously set out in the Corporate Court costs. The motion was seconded by Alderman Alexander, WHEREUPON the question was asked and the motion was carried, all present voting "AYE", with no "NOES". Alderman Parker next made a motion that Mayor Gibbons and Alderman Hawkins be authorized to sign the required note to borrow money on behalf of the City of Pearland from the Pearland State Bank. The motion was seconded by Alderman Smith, WHEREUPON the question was asked and the motion was carried, all present voting,"AYE", with no "NOES".
