R2001-0128 10-08-01 RESOLUTION NO. R2001-128 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING AN AMENDMENT TO THE CONTRACT WITH WALSH/FREESE AND NICHOLS, INC. The total construction cost estimate is approximately $1,767,200. The portion of the estimated construction cost, which we are preparing the construction plans and specifications for, is $1,661,500. As you know, we have been working with TxDOT through a number of changes to the project, which directly affected the construction cost. We have accrued charges on the project as a result of additional requirements for man-hours to complete the work, but since we have not increased the construction cost estimate, we have not been able to invoice to cover our basic engineering costs. As you know, our basic engineering fee is based on percent of construction. Based on the above latest construction cost, affecting our work, the estimated fee would increase to $89,098 ($1,661,500 x 8.25% x 65% = $89,098). This fee will be adjusted per low bid. We would also request a fee increase in two additional Engineering Services tasks. One is our not-to- exceed budget for Coordination with TxDOT. Since their change of project manager, we have and cominue to spend more time with the new project manger on different issues. We recently met with him twice. We would like the City to consider increasing this not-to-exceed budget ~om $4,000 to $6,000. The other not-to-exceed budget is for Miscellaneous Reimbursables, which include the cost for extra prints we do for various TxDOT submittals. We would like the City to consider increasing this budget fi~om $2,000 to $3,000 to cover the cost of miscellaneous reimbursables through the end of the project. This will affect our drawings and signal plans considerably. We are currently awaiting their review and approval ora coneeptual drawing we submitted. We will assess the extra engineering, draffing, and mb-consultant's cost associated with this revision once we have their approval. We will submit a separate change of contract at that time. The City had completed the bridge design to local requirements prior to the TxDOT funding commitment. In 1998, in order to get TxDOT construction funding, the City agreed to fund a re-design to meet TxDOT requirements. The City has submitted "final" plans to TxDOT three times, but design requirements have repeatedly changed. (WFN), for traffic engineering services for the aforementioned project. This supplemental proposal is based on the "revised" intersection design drawings that would be prepared and provided by WFN for the intersection of Mykawa Road at McHard Road incorporating the recommendations received from the TxDOT and COP and the required Right- Of-Way to install the traffic signal equipment. Since our 90% submittal, TxDOT and COP have requested additional modifications to the proposed intersection, which will require some modifications to the proposed traffic signal design drawings. These revisions and additions included revisions to the intersection geometry, which will require relocation of signal poles and replacement with long mast arm installation upgrading, and inclusion of new standard drawings, relocation and/or addition of pedestrian signals and push buttons, wheel chair ramps, relocation of loop detectors, conduits, updating the Service Outlet Locations, etc. As you know, the changes required an additional effort on our part to modify the traffic signal design drawings. The fee increase requested is in response to TxDOT's comment that pedestrian ramps at the intersection of McHard Road must meet their latest design criteria, recently adopted. As you know this change is being requested after we submitted our plans for their 100%-complete review. This change requires modifications/redesign of the four comers of the intersections and subsequent changes to the signal plans. The change requested affects many plans, details, and quantities. To make the changes necessary to meet their criteria, requires the signal poles to be placed outside of the existing R.O.W. Per your request we will prepare field notes for the acquisition of a small strip (2 parcel takings) on the west side to place the signal poles, instead of acquiring much larger parcel to place the entire westbound turn-out. Our proposal includes: engineering and drafting to revise our plans for new pedestrian ramps as well as increasing the intersection radii to 3~', field surveying and .o, ffice works to prepare the metes and bounds for the two parcel takingS, and a subcontractor s proposal plus 10% to revise the signal plans.
