A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE PURCHASE OF 2.86 ACRES FOR THE
FUTURE CONSTRUCTION OF THE SOUTHEAST WATER PLANT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain survey of 2.86 acres located in the George C. Smith
Survey, Abstract No. 551 in Brazoria County, a copy of which is attached hereto as
Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to
purchase, for and on behalf of the City of Pearland, 2.86 acres of land for the Southeast
Water Plant.

Water Well Feasibility Study
Technical Memorandum
INTRODUCTION
The City of Pearland currently meets its resident water demand through the following two
sources of potable water:
• Treated surface water from City of Houston
• Groundwater from the underlying Gulf Coast Aquifer.
As the City has grown, the water demand has also increased. Currently, demand is
approaching the maximum supply capacity of the City and the City is proactively
evaluating the feasibility of developing additional supplies to meet resident's water
demand. Montgomery Watson has been retained to complete a well siting study to
evaluate the feasibility of constructing and operating a new water well.
PROJECT SCOPE
The scope of the project was to identify and evaluate three alternative sites in southeast
Pearland for use as a new groundwater well and booster pump station. Each site shall be
capable of supporting a 1300 gpm well, a 0.5 MG ground storage tank, a future elevated
tank and a booster pump station.
Our scope was divided into two main portions. The first task was to evaluate three sites
along Dixie Farm Road that were suitable for municipal water production, storage, and
facilities. The review by Montgomery Watson was limited to office evaluation of United
States Geological Society (USGS) maps and utility maps provided by the City of Pearland,
field reconnaissance visits to each of the potential sites, permitting requirements by Texas
Natural Resources Conservation Commission (TNRCC), and Bureau of Economic Geology
information on each site.
The second task involved coordination of the proposed well site with the following
governmental agencies:
• TNRCC. Review the permit requirements for a new well
• United States Corps of Engineers (USCOE). Wetlands jurisdictional determination on
the proposed well sites, and
• Federal Aviation Administration (FAA). Requirements of elevated tanks near airports
or airfields.
This technical memorandum serves to identify the advantages and disadvantages of each
alternative site, considering transmission and pumping requirements, access, utilities,
electrical power, environmental factors, land requirements and easements.

SITE EVALUATION
Alternative Sites
The well siting study evaluated the following three alternative site locations in southeast
Pearland.
• Site 1: Site at the intersection of Dixie Farm Road and State Highway 35
• Site 2: Site approximately .2 miles north of Dixie Farm Road along State Highway 35
• Site 3: The City-owned property near Clover Field airport
The sites are shown on Figure 1.
Site Screening
A preliminary assessment of the three sites ruled out Site 3 (the airport site), due to being
adjacent to a landfill. The TNRCC regulation on land fields near to drinking water sources
mandates for extensive testing and monitoring of the sites underground and groundwater
effect prior to issuing permits for drinking water connections. This location, in conjunction
with the proximity to the airfield, adds a level of complexity securing the necessary TNRCC
and FAA permits (Clear landing areas for elevated water tanks). The two remaining sites ~
were assessed using U.S. Geographical Survey topographic maps and visual inspection.
Site Assessment
A summary of the assessment of the two remaining sites is as follows:
Site 1: Site 1 is located at the intersection of Dixie Farm Road and State Highway 35. This
site does not have any existing access driveway. It appears that this site does not have any
encumbrances for underground utilities. This site is located approximately 1,580 feet from a
Type IV TNRCC landfill and 2,100 feet from an existing operational oil well. The TNRCC
states control distances that the well must be located away from such facilities. The Site
distance to these nearby facilities meets the TNRCC regulations and as such, these nearby
facilities will not limit construction of a potable water well on this site.
Site 2: Site 2 is located along State Highway 35 approximately 1,000 feet north of Site 1. Site
2 also has existing building structures will have to be relocated or removed to facilitate
placement of the well and ancillary storage facilities. This site is bordered by unimproved
dirt roads along the western and southern boundaries of the site, which could be easily
developed for the access to the site.
Based on this preliminary assessment, both locations would support the specified water
production, storage, and pumping facility. Site 2 will require additional work to relocate
the existing facilities and both will have some evaluation details to coordinate installation
around the existing underground utilities.

AGENCY APPLICATIONS
A request for delineation was prepared and submitted to the Texas Historical Commission
(THC) and the USACE for determination if either site contained a historical landmark or
wetlands. The THC responded that both sites were cleared from THC jurisdiction, as no
archeological or historical landmarks would be impacted by construction on either site. The
stamped form from the Historical Commission is included as Attachment 1 of this
memorandum.
The Corps of Engineers' jurisdictional determination was received for both of the sites on
March 9, 2001. USACE Determination D-12048 for Site 1 showed that no waters of the
United States are present on this site, therefore no USACE permit will be required for
construction at this site. USACE Determination D-12110 for proposed Site 2 showed that
Cowart Creek, a water body under the jurisdiction of the USACE, would be affected by the
construction of the site and a Section 404 wetlands pernut will be required.
Both of these determinations are valid fora 5 year period from the date of their letter. The
original version of their detemunation was mailed directly to the City of Pearland and a
copy of the letter is attached as Attachment 2.
RECOMMENDATION
Montgomery Watson recommends that Site 1 is the most feasible location for the new water
well, a water storage tank, and pumping facilities. This site does not require a Section 404
' ,~emutyis clear ofd FAA regulations, is clear of historical fpahirp¢ as deterxnined by
the THC, does not have any known enc_u_mbrances and is of sufficient size to support the
specified facilities.
Furthermore, Site l location was integrated into the existing City's GIS data. Point A on
Figure 1 is sitting on coordinates (x-3,153,518.72 and y-13,756,203.31) from the GIS system.
The site was evaluated against the future development and expansion of State Highway 35
and Dixie Farm Road. Dixie Farm Road will be extended in the future to cross SH35. The
location of the site will be located no closer than 150 feet from the center of the intersection
therefor clearing the expansion area.
Further evaluation of the GIS provided tax lot information on the site for the proposed
plant. The actual area needed for the plant is approximately two acres, the location for the
plant is on a private lot, Property ID R178199 with a legal descri tion A05541Ht&BRR,
TRACT 179B which has an area of 5 acres. The recommendarion rs to evaluate the
purchased of the whole property to have better means to allocate all of the facilities and
possible expansions.
FACILITY PLAN
The facility plan for the recommended site is shown in Attachment 3. The facility plan
includes a schematic representation of how the new facilities could be constructed given the
constraints of the site and access from State Highway 35.

Gentlemen:
This concerns your request, dated January 22, 2001, that we
perform a permit review on two possible locations for a proposed water
well facility for the City of Pearland. The proposed water well and
treatment facility will encompass approximately 1.5 acres. The two sites
are located near the interseotion of Hwy 35 and Dixie Farm Road in
Brazoria County, Texas
Based on a desk review of the information associated with the
proposed project area Site 1, referenced as determination number D-
12048, our preliminary determination is that there are no waters of the
United States (including wetlands) present. As such, a Department of the
Army (DA) permit is not required.
Based on a review of the information associated with the proposed
project area Site 2, referenced as determination number D-12110, our
preliminary determination is that there are waters of the United States
present and as such, any discharge of dredged or fill material into this
area requires a Section 404 permit from the Department of the Army.
Enclosed is a DA permit application packet for your use.
This preliminary jurisdictional determination is valid for 5 years from
the date of this letter unless new information warrants a revision of the
determination prior to the expiration date. Please reference the
determination numbers D-12048 and D-12110 in future correspondence

At your request, we have inspected the 2.860 acre tract of land that has been
designated for possible acquisition for use by the City of Peazland for a water treatment
facility. The site is located along the west or southwest line of S.H. 35, north of Dixie Farm
Road. According to a survey prepazed by Walsh Surveying, Inc., the majority of the site is
located away from the road frontage with a 50' access road connecting the primary portion of
the site with S.H. 35.
The information contained within this letter is presented in the form of a Restricted
Use Appraisal Report. The client is the City of Pearland and it is our understanding that
there will be no other users of this information. The asset is defined by description as well as
the attached map. The value range included in this letter is for fee ownership and represents
market value. The effective date of the report is October 23, 2001 and the date of the report
is October 24, 2001. In preparation of this appraisal, we have collected land sales relevant to
the mazket, confirmed these transactions and analyzed the information available in order to
provide the requested value range. All supporting documentation is included within the
appraiser's file.
Based upon the scope of work noted above, we have concluded that the value of the
subject property would range from $155,736 to $186,884.
