A RESOLUTION OF THE CITY COUNCIL OF THE CITY OFPEARLAND,
TEXAS, REQUESTING MODIFICATION OF THE HOUSTON-GALVESTON
AREA COUNCIL REGIONAL TRANSPORTATION PLAN UPDATE AND
DECLARING THE CITY'S EXPECTATION TO MAKE CURRENT AND/OR
NEW REVENUE SOURCES AVAILABLE FOR THE CR 403 PROJECT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That City Council previously authorized the submission of nine project
applications to the Houston -Galveston Area Council for inclusion in the 2013-2016
Transportation Improvement Program.
Section 2. That one of the project applications proposed improvements to CR 403,
which is part of the HGAC's 2035 Regional Transportation Plan Update.
Section 3. That the City Council hereby requests modification of the 2035 Regional
Transportation Plan Update to reflect the City's request to move the CR 403 Project up in
air quality conformity year to correspond with the proposed letting year of 2017, and
declares that it reasonably expects current and/or new revenue sources to be made
available for completion of the CR 403 Project.

RE: Amendment of 2035 Regional Transportation Plan Projects
Dear Project Sponsor:
The Houston -Galveston Area Council (H -GAC) is initiating an amendment to the 2035 RTP
Update and its related transportation air quality conformity fmding (referred to as "Phase III").
Because the air quality analysis must estimate the emissions from traffic over numerous years, it
is very important that our representation of planned improvements be as reliable as possible.
Therefore, we are requesting all agencies with added capacity highway and transit projects in the
Transportation Improvement Program and Regional Transportation Plan review our description
of your project scope and expected year of construction and recommend revisions to H -GAC if
needed.
This opportunity to update your agency's projects may include the limited introduction of new
projects. The inclusion of any new projects must be consistent with fiscal constraint requirements
[23 CFR § 450.322(10)] and can occur under the following circumstances only:
• Current or new revenue sources are or can be "reasonably expected to be made available"
(for example, planned city or county bond programs);
• Other projects are removed from the RTP such that their cost "offsets" the expected cost
of any additional project(s). Projects will not be removed from the RTP or TIP without a
written request by the project sponsor.
If your agency wishes to submit a new Regional Transportation Plan or locally funded
Transportation Improvement Program project for consideration, please send written confirmation
attesting your agency's commitment to fund the project. H -GAC has prepared an example
communication for this purpose which has been attached.
To facilitate your review, an Excel spreadsheet of your current RTP and TIP projects has been
attached. I request you return this document and highlight any changes to the project list if
needed, such as:
• Revised project lettings and completions dates (actual or estimates); or
• Modifications to a project's delivery schedule, scope and/or total project cost estimate (to
include remaining design work, right-of-way acquisition, etc.)

project information attached, including details on project scope and limits, on the Excel
spreadsheet attached and e-mail those changes to Mr. Hans -Michael Ruthe, Senior
Transportation Planner at hans-michael.ruthe c+ h-gac.com.
To ensure your requested changes are reflected in this Phase III conformity, the required
documentation must be submitted no later than January 31St, 2013.
