A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AWARDING A BID FOR DETENTION POND EROSION
PROTECTION AND APPROVING CHANGE ORDER NO. 1 FOR A
REDUCTION OF THE SCOPE OF SERVICES AND COSTS ASSOCIATED
WITH THE PROJECT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City opened bids for Detention Pond Erosion Protection, and
such bids have been reviewed and tabulated.
Section 2. That the City Council hereby awards the bid to Lecon, Inc., in the
amount of $276,995.48.
Section 3. The City Manager or his designee is hereby authorized to execute a
contract and Change Order No. 1 for Detention Pond Erosion Protection.

Bids were opened on February 4,2004 for the above referenced project. Three(3)contractors submitted
bid proposals for the project. Our review of the bids indicates Lecon,Inc.as the low bidder with a bid of
$394,673.00.
The attached Bid Tabulation is provided for your reference. There were no mathematical errors in the
bids. Also attached for your reference is the Bid Schedule from Lecon,Inc., and the title sheet from the
Project Plan Set.
After reviewing the bid documents and Contractor's qualifications and checking references, we are of the
opinion that the Contractor is responsive and-responsible. Accordingly, it is our recommendation as the
Engineer that you award the contract to Lecon, Inc. on the basis of its bid proposal in the amount of
$394,673.00.

Engineer's Recommendation for Change Order No. 1
Harris County,Texas
Through the course of recent negotiations, PBS&J, the City of Pearland, and Lecon, Inc., have agreed
upon the following change in scope for the above referenced project. PBS&J therefore recommends
acceptance of the attached Change Order No. 1 by the City of Pearland,which is to include:
1. Removal of all silt fencing.
2. Regrading of the detention pond sideslopes will only be performed where the erosion control
blanket is installed.
3. Rollerchop/discing and hydro seed of the SWEC islands will be removed from the project.
4. Placement of crushed concrete around the SWEC shorelines will be reduced from 10-ft wide to 5-
ft wide.
5. The limits of the Erosion Control Blanket at SWEC will be reduced from EL 45.5 to EL 42.2.
6. All plantings will be reduced by 50%. The reduction will be to the area of coverage, not to the
density of coverage.
7. Coverage area of the seeding will be revised to reflect the change in coverage area of the
plantings.
These changes have been made in the interest of budgetary concerns while still maintaining the intent and
