R94-55 09-26-94RESOLUTION NO. R94-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND IN SUPPORT OF THE ACQUISITION OF CLOVER FIELD AIRPORT. WHEREAS, the City Council of the City of Pearland is committed to an active program of economic development; and WHEREAS, Clover Field Airport can provide invaluable services and opportunities for financial growth in northern Brazoria County as well as portions of Harris and Galveston Counties; now therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. The City Council of the City of Pearland supports the acquisition of Clover Field Airport as it will favorably impact economic growth in the area. Section 2. CITIZENS ABO~TTHEIMPACT OF UNFUNDEDFEDERALNANDATES ON OUR LOCAL BUDGETS. ~, federal unfunded mandates on city governments continue to increase; and WHEREAS, federal mandates require cities to perform duties without any consideration of local circumstances, costs, or capacity; and ~, irrational mandates take away money needed for important local priorities such as fighting crime; and ~, mandates are a hidden tax on our citizens and require us to raise local taxes and fees or cut services to meet federal priorities; and WHEREAS, the National League of Cities (NLC), in conjunction with other state and local government representatives and state municipal leagues, including the Texas Municipal League (TML), is continuing a campaign to increase the public's awareness about mandates and to educate our citizens about the impact of unfunded federal mandates on local budgets during the second National Unfunded Mandates Week on October 24-30, 1994. NOW, ~ORE, BE IT RESOLVED that the City of Pearland endorses the continued efforts of the National League of Cities, the state municipal leagues, and the Texas Municipal League, and supports working with them to fully inform and educate our citizens about reducing the burden of unfunded federal mandates on our cities and local taxpayers. BE IT ~uKT~RESOLVED that the City of Pearland endorses the second National Unfunded Mandates Week during October 24-30, 1994 and has written to our senators and representatives urging them to push for the passage of the Federal Mandate Accountability and Reform Act. WHEREAS, this act will provide significant accountability and procedural safeguards to protect municipalities from future unfunded mandates. 1 WHEREAS, this legislation is the first step to slow down the growing financial and administrative burdens unfunded federal requirements impose on local taxpayers.
