R80-07 2-25-80 (2) RESOLUTION NO. R80-7 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, URGING THE 96TH CONGRESS TO REAUTHORIZE, WITHOUT CHANGE, GENERAL REVENUE LEGISLATION. WHEREAS, the General Revenue Sharing Act was passed by Congress in 1972, and WHEREAS, General Revenue Sharing is the most economical Federal Urban Program yet devised, ~nd WHEREAS, the flexibility of General Revenue Sharing allows decisions to be made at a local level,.where the people and problems are, and WHEREAS, through the use of these funds for physical improvements, human resources, and environmental protection, all citizens of this City have benefited, and WHEREAS, General Revenue Sharing Funds have made it possible for other municipal funds to be released for maintenance and other vital operations of the City, and WHEREAS, General Revenue Sharing Funds have helped cope with continued inflation and problems of inadequate revenue sources, and WHEREAS, it is the desire of this City Council to apprise the United States Senators from the State of Texas, and Congressman from this District of the necessity to continue local government General Revenue Sharing. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY'OF PEARLAND, TEXAS: That the 96th Congress be strongly urged to reauthorize, without change, the General Revenue Sharing Program, and that certified copies of this Resolution be forwarded to Senator Lloyd Bentsen, Senator John Tower and Congressman Ron Paul. As you know, revenue sharing is usually a hotly contested matter, and promises to be again this year. The Congressional delegation from our area has not strongly sunported revenue sharing in the past. For this reason, let me suggest that your Commissioners' Court or City Council stron§ly consider passing resolu- tions urging the reauthorization and refunding of revenue shari.n§. Individual resolutions from each local government will be more effective than a form letter campaign. You may wish to include specific projects or governmental services your entity is providing which would not have been possible without revenue sharing. An emphasis on revenue sharing to provide improved governmental 'facilities or services can help give members of our Congressional delegation in- centive to support this important assistance to local governments.
