R81-22 8-24-81 RESOLUTION NO. R81-22 AN AMENDED RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, REQUESTING THE STATE DEPARTMENT OF HIGHWAYS AND PUBLIC TRANSPORTATION TO FUND THE WIDENING OF F. M. 518 TO FOUR LANES FROM WESTMINISTER DRIVE EAST TO LOTTIE LANE IN FRIENDSWOOD, WITH SAID FUNDING TO INCLUDE INSTAL- LATION OF A BRIDGE STRUCTURE TO RELIEVE THE DRAINAGE RESTRICTION AT THE MARY'S CREEK BYPASS. WHEREAS, F. M. 518 is the main East-West artery in and through the City of Pearland; and WHEREAS, this Highway supports only two lanes of traffic from Westminister Drive east to the City Limits; and WHEREAS, the rapidly increasing residential and commercial development along this roadway has and will be greatly affected by the volume of traffic; and WHEREAS, during 1980 in excess of 15,000 vehicles per day travel over this roadway in the City of Pearland; and WHEREAS, traffic congestion and delays have become so severe that emergency traffic is many times unable to move quickly to its destination; and WHEREAS, this roadway has been designated by Civil Defense Officials as an Emergency Evacuation Route, and it is anticipated that in the event of disaster, citizens of not only this community, but Friendswood and Galveston County would use this facility to evacuate inland; and WHEREAS, tke extension of this roadway to the new 288 Freeway has considerable impact on the volume of traffic; and WHEREAS, this arterial highway will be one of only three East-West access routes to 1-45; and WHEREAS, this roadway and associated drainage culverts currently act as a restriction to drainage flow in the Mary's Creek Bypass near the Pearland-Friendwood City Limits line. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND~ TEXAS: That the City Council of the City of Pearland request the State Department of Highways & Public Transportation widening of Highway 518 to four lanes from Westminister Drive east -1- to Lottie Lane as soon as possible, and said funding to include the construction of a Mary's Creek Bypass bridge in accordance with Highway Department Standards.
