SECTION 1. That the certain agreement dated June 9, 1980, between the
State of Texas and the City of Pearland, for the installation, construction,
existence, use, operation, and maintenance of certain highway traffic signal
at the location shown on EXHIBIT 1, attached hereto and made a part hereof, in
the City of Pearland, be and the same is hereby approved, and Tom Reid, Mayor
is hereby authorized to execute said agreement on behalf of the City of Pearland,
and to transmit the same to the State of Texas for appropriate action.
SECTION 2. That this Resolution shall take effect on and after its passage
on first and only reading in a regular City Council meeting.

as hereinafter set forth, it is agreed as follows:
1. The State will furnish the necessary funds for the actual construction,
prepare plans and specifications, install said highway traffic signal(~), super-
vise construction, and upon completion of construction, will furnish the power and
operate and maintain s~id highway traffic signal(~).
2. The City hereby consents to the construction of the highway traffic signal(
shown on EXHIBIT 1 by the approval of the location and manner of construction as

shown on the plans and described in the specifications.
3. The City will exercise no control whatsoever over the operation,
maintenance, use, or existence of the highway traffic s~gnal(~) without

4. The State shall have the authority to make such changes in the design
and operation of the highway traffic signal(~) as it may deem necessary and
advisable to promote the safe, convenient, and orderly movement of traffic.
5. The City will be responsible for the police enforcement required
for securing obedience to the highway traffic signal~).
6. In the event the terms of this Agreement are in conflict with the
provisioms of any other existing Agreements and/or Contracts between the City
and the State, this Agreement shall take precedence over the other Agreements
and/or Contracts.

Dear Sir:
A municipal signal agreement was previously sent to your office for the
installation of a full-actuated signal at the intersection of John Lizer-
Magnolia Road. The agreement was executed contingent upon the City of
Pearland completing some realignment work and the State revising the proposed
traffic signal installation.
Attached for your information are two copies of the revised construction
plans and the original title sheet tracing. We would appreciate your signa-
ture, in black ink, on the title sheet. The above-mentioned project plans
will replace those previously attached to the agreement.
We have also received approval to install a fixed-time signal at the
intersection of Sherwood Drive. This proposed signal will be interconnected
with the existing traffic signals along FM 518. The City's approval is also
needed before construction can proceed on this location.

Dear Ron:
I would like to offer comments regarding the intersection redesign of
John Lizer and Old Alvin Rd. The drawing reflected in our traffic
engineering study showed Old Alvin Rd. relocated into S.H. 35. The
relocation was recommended to eliminate a future five legged inter-
section. A plan to relocate Old Alvin Rd. into John Lizer Rd. would
accomplish the same objective and would be satisfactory. The inter-
section could then be easily signalized as a four leg intersection.

Dear Mr. Poorman:
The City of Pearland has now awarded the contract on the realignment
of Old Alvin Road, John Lizer Road and Highway 35 intersection to make
this intersection a basically 2-way rather than a 3-way intersection as
it now exists. As you will recall this intersection was studied by your
office and determined that traffic conditions warrant the installation
of a traffic signal system. We asked several months ago that the
installation of the traffic signal system be postponed pending the realign-
ment of Old Alvin Road. Angleton Asphalt Corporation will be doing this
work for us and should be completed within the next six months.
We would, therefore, request that the State proceed with the signaliza-
tion as approved at this intersection.

The City Council approved this agreement contingent upon the

Dear Mayor Reid:
A study was recently completed at the subject location and it was found that
traffic conditions warrant the installation of a full-traffic-actuated signal
with safety lighting. We must have the Cityts approval before construction
can proceed.
Attached for your consideration are four copies of the State's standard
Agreement (Traffic Signal - Type 1A), the accompanying Ordinance, City Secretary's
Certificate, a print of the project plans, and the original title sheet tracing.
If plans and documents are acceptable, please return the following to this office:
1. Title Sheet Tracing - Signed in black ink by the Mayor;
2. Official Action - Original and three copies of the
Ordinance and City Secretary's Certificate;
3. Original and three copies of the Agreement signed
by the proper officials.
One copy of the Agreement with supporting documents will be returned to you upon
completion by the State.

Dear Mr. Wolff :
We have completed our traffic and engineering investigation
at the above named location and preliminary results indicate that
a signal is warranted.
A field inspection reveals that there is no adequate sur-
facing on John Lizer Road that is suitable for placing inductance
loop detectors. It is requested that you consider a high type of
paving for approximately 100 feet on each side of SH 35 on both
John Lizer Road and Old Alvin Road so that we may have a stable
platform for installing vehicle loop detectors .
We would appreciate your concurrence in doing this work.
