R95-06 01-23-95 RESOLUTION R95 -6 A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR AND EXECUTE AGREEMENTS ASSOCIATED WITH THE TEXAS HAZARD MITIGATION GRANT PROGRAM, WITH THE PURPOSE OF DEVELOPING THE GREEN TEE PRAIRIE CHANNEL AND DETENTION POND PROJECT. WHEREAS, two major creeks, Clear Creek and Mary's Creek run through the City of Pearland; and WHEREAS, urban development north of the City directly impacts Clear Creek and may overburden its capacity to carry rainfall runoff from the watershed to Galveston Bay; and WHEREAS, the City of Pearland experienced heavy rainfall during the third week of October 1994, with severe flooding occurring along Clear Creek, Mary's Creek, and Hickory Slough; and WHEREAS, the citizens of Pearland sustained extensive damages as a result of the October 1994 flood due to Clear Creek's incapacity to carry water from the watershed to Galveston Bay; and WHEREAS, some of the area's flooding problem can be addressed by the development of the Green Tee Prairie Channel and Detention Pond Project; and WHEREAS, the City Council is interested in reducing the risk of loss of life and property in the future; and WHEREAS, the Hazard Mitigation Grant Program is a 75/25 cost share program designed to help fund projects which will reduce losses due to natural hazards. BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager is authorized to apply for and execute agreements associated with the Texas Hazard Mitigation Grant Program. Section 2. That the State of Texas is assured that the local cost share of 25 percent will be provided by the City of Pearland both through "In- Kind" services and cash donations. 410 411 RESOLUTION R95 -6 PASSED, APPROVED, and ADOPTED this the 2,3 day of 1995.
