R-2012-059-2012-05-14 RESOLUTION NO. R2012-59 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE SUBMISSION OF THE GRANT APPLICATION FOR THE PEARLAND MOBILE COMMAND CENTER TO THE OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: WHEREAS, the City Council of the City of Pearland finds it in the best interest of the City that the Pearland Mobile Command Center Project be operated for Fiscal Year 2013; and WHEREAS, the City agrees that in the event of loss or misuse of the Criminal Justice Division funds, that the City shall be responsible for returning the funds to the Criminal Justice Division in full. WHEREAS, the City Manager, is designated as the grantee's authorized official for all matters associated with the City's grant application. The City Manager is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council of the City of Pearland approves submission of the grant application for the Pearland Mobile Command Center to the Office of the Governor, Criminal Justice Division. RESOLUTION NO. R2012-59 Exhibit A CJD Grant Application Summary The City of Pearland has experienced numerous incidents for which a mobile command center would have been essential to provide a central planning area for Incident Commanders and to provide support to police field operations. These incidents include hours-long ground searches for wanted suspects, extended SWAT field operations, tornados and security for mass gatherings. A mobile command trailer could be deployed as needed to locations within the city limits of Pearland as well as to the city's extra-territorial jurisdiction; an area that encompasses approximately 72 square miles and is home to over 92,000 inhabitants. The department proposes that BJA grant funds be used to purchase a new 40- foot command trailer to be outfitted as a multipurpose platform for police operations. The decision to seek funding for a trailer instead of a vehicle was twofold: first, in the event that a self-propelled command vehicle suffers a mechanical breakdown or requires engine repair, the entire unit would be taken out of service. If the towing vehicle for a command trailer suffers the same breakdown, the department need only secure another vehicle to tow the trailer to the command site with little to no down time for repair. The second consideration was cost. A mobile command trailer may be configured to the department's specifications at a cost of less than $110,000. The grant application seeks $107,000 to purchase the command trailer. A grant adjustment may be submitted at a later date should the actual negotiated purchase price from an established specialty vehicle outfitter turn out to be less than the projected amount. It should be noted that this grant application does not seek funding for a support vehicle. To reduce start-up costs, the department proposes that a vehicle slated for replacement within the next budget year be designated as the mobile command trailer RESOLUTION NO. R2012-59 support vehicle. This vehicle, a 2008 Ford F-250 truck, can be outfitted with the required bed/hitch connection to pull the mobile command trailer at a negligible cost to be assumed by the department. RESOLUTION NO.
