2001-02-19 CITY COUNCIL AND PLANNING AND ZONING COMMISSION JOINT PUBLIC HEARING MEETING MINUTES045 MINUTES OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL AND THE PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD ON FEBRUARY 19, 2001, AT 6:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The Joint Public Hearing was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember P & Z Chairman P & Z Commissioner P & Z Commissioner P & Z Commissioner P & Z Commissioner Tom Reid Klaus Seeger Helen Beckman Larry Marcott Woody Owens H. Charles Viktorin Emil A. Beltz Todd locco Randy Patro Richard F. Tetens Others in attendance: Manager of Administrative Support Tobin Maples, AICP, Planning and Zoning Secretary Jennifer Gonzales. Council Member Larry Wilkins and P&Z Commissioner Russ Selemon were absent. ZONING APPLICATION NO. 316 CALL TO ORDER The Joint Public Hearing was called to order at 6:35 P.M. II. PURPOSE OF HEARING Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from classification Suburban Development District (SD) to Single Family Dwelling District (R-2) on the following described property, to wit: Zoning Application No. 316 Legal Description: Lot 6, Block 1, Buena Vida Subdivision, H. T. & B. R.R. Co. survey, A-240, according to the map records of Brazoria Co., TX (5725 Cantu) Owner: Rafael Salazar and George Salazer 5725 Cantu Pearland, TX 77681 046 The purpose of the public hearing was read into the record by P&Z Chairman Charles Viktorin. Manager of Administrative Support Tobin Maples, AICP, presented the location of the proposed zone change by showing slides of the property and gave a brief description of the surrounding properties. He stated that the Comprehensive Plan recommends Low Density Residential and staff recommends approval. He stated that 23 public comment forms were sent to the surrounding properties, and none were returned. III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST NONE IV. PERSONS WISHING TO SPEAK AGAINST THE PROPOSED REQUEST NONE V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION Mr. Tobin Maples, Manager of Administrative Support P&Z Commissioner Tetens asked what size lot, and Owner Mr. Salazar replied that he believes it is 66' X 22'. Council Member Marcott stated that he has the same question regarding the lot size, and he asked if the square footage meets the R-2 requirements. He then asked if the frontage is correct and meets the R-2 requirements also. He stated that they might have to go down a classification. Mr. Marcott pointed out that further down a lot has been zoned for R-3. He stated that he drove by the lot and it does seem rather small. Manager of Administrative Support Tobin Maples stated that he does not have the lot size and that he would pull the plat to verify the lot size before the Planning and Zoning Meeting will start. VI. ADJOURNMENT The Joint Public Hearing adjourned at 6:40 P.M. ZONING APPLICATION NO. 970 CALL TO ORDER 2 047 The Joint Public Hearing was called to order at 6:41 P.M. II. PURPOSE OF HEARING Request of owners for an amendment to the Land Use and Urban Development Ordinance of said City from classification Suburban Development District (SD) to Single Family Dwelling District (R-1) on the following described property, to wit: Zoning Application No. 970 Legal Description: .285 acres of land situated in Lot 26, Figland Orchard Subdivision, Section 13, H. T. & B. R.R. Co. survey, A- 240, Brazoria Co., TX, according to the plat records in Vol. 3, pg 77, Brazoria Co., TX (Fite Road) Owner: Julian Bejarano 5625 Fite Road Pearland, TX 77581 Agent: Yolanda Bejarano The purpose of the public hearing was read into the record by P&Z Chairman Charles Viktorin.
