A RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE CITY
OF PEARLAND, TEXAS, ORDERING THE HOLDING OF A REGULAR
CITY OFFICERS' ELECTION ON THE SECOND DAY OF MAY, 1992,
FOR THE PURPOSE OF ELECTING TWO MEMBERS OF THE CITY
COUNCIL IN AND FOR THE CITY OF PEARLAND, TEXAS; ESTAB-
LISHING POLLING PLACES; NANING CLERKS; AND ESTABLISHING
PROCEDURES FOR SAID REGULAR CITY OFFICERS' ELECTION.
WHEREAS, the laws of the State of Texas provide that on the
first Saturday in May, a Regular and/or General Election shall be
held within the City; and
WHEREAS, the City Charter of the city of Pearland, and the
laws of the State of Texas provide that the Election Code of the
State of Texas is applicable to said Regular Election, and in
order to comply with said Code, an Order and/or Resolution should
be passed ordering the call of the Regular Election, establishing
procedures to be followed in said election and to designate the
voting places of said election;
THEREFORE, BE IT RESOLVED AND ORDERED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF PEARLAND, TEXAS:
That the Regular City officers' Election of the City of
Pearland, Texas, shall be held in said City on the second day of
May, 1992, for the purpose of electing the following officials
for said City, to-wit:
Member of the Council Position Number One (1) for a
three year term.
Member of the Council Position Number Five (5) for a
three year term.
That said Regular City officers' Election shall be held at
the following place in the City of Pearland, and the following
named persons are hereby appointed officers for said Election,
to-wit:
In Brazoria County Election Precinct ~]mhers 12, 16, 26, 28,
29, 31, 36, 39, 40, 46, 47, 51, 66, and 67 and Harris County
Election Precinct Numbers 475 and 537, said election shall be
held at Melvin Knapp Activity Buildinq, 2425 S. Grand. Pearland,

Texas.
The polls at the above designated polling place shall on
said election day be open from 7:00 A. M. to 7:00 P. M.
Inez Farmer is hereby appointed as Presiding Judge, and Mary
Lee Miller is Alternate Presiding Judge. The said Presiding
Judge shall appoint the necessary clerks to assist her which
shall not be less than two (2) nor more than five (5) clerks.
Pat Jones is hereby appointed Clerk for early voting, and ·
Leslie Schroeder, Tommie Jean Vial, and Barbara Lenamon are
hereby appointed Deputy Clerks for early voting. The early
voting for the above named designated location shall be held at
the following place, to-wit:
Pearland City Hall, 3519 Liberty Drive, P. O. Box 2068,
Pearland, Texas, 77588.
The poll or place of early voting, above designated, shall
remain open for at least eight hours on each day for early
voting which is not a Saturday, a Sunday, or an official City
Holiday, beginning on the 20th day and continuing through the 4th
day preceding the date of said election. Said place of voting
shall remain open between the hours of 8:00 A. M. and 5:00 P. M.
on each day for said early voting. The above described place for
early voting is also the early voting clerk's mailing address to
which ballot applications and ballots voted by mail may be sent.
Late voting by sick or disabled voters after close of regular
early voting period shall be in accordance with Chapter 102 of
the Texas Election Code.
In accordance with the Texas Election Code, it is hereby
determined that electronic voting systems shall be used in the
above mentioned election for all voting, including early voting
by personal appearance and by mail, and in accordance with the
Texas Election Code, Inez Farmer is hereby appointed as the
Presiding Judge of the Early Voting Ballot Board for said elec-
tion. The said Presiding Judge shall appoint the necessary
clerks to assist her which shall be not less than two (2) and not
more than five (5) clerks.
The above called election shall be held in accordance with
the Election Code of the State of Texas and only resident quali-
fied voters of the City of Pearland shall be eligible to vote at
said election.
Notice of the above ordered election shall be given in
accordance with the terms and provisions of Chapter 4 of the
Texas Election Code and the City Secretary is hereby instructed
to have said notice posted and/or published in accordance with
said Chapter 4.
That immediately after said election is held, the officer
holding the same shall take returns of the results thereof to the
Mayor of this City as required by the Election Code of the State.
That all independent candidates at the Regular Election to
be held on the second day of May, 1992, for Council Positions
Number One and Five, shall file their applications to become
candidates for said positions with the City Secretary of this
City at the City Hall, 3519 Liberty Drive, Pearland, Texas, on or
before 45 days before the date of said election. The earliest
day for filing applications shall be 30 days before the deadline
for filing.
That all candidates for the Regular Election shall file with
said applications the loyalty affidavit and nepotism law as
required by Section 141.031 of the Texas Election Code.
That the City Secretary of the City shall post in her office
the names of all independent candidates who have filed their
applications in accordance with the terms and provisions of this
Resolution and Order, and said names shall be posted at a con-
spicuous place in said office for at least 10 days before said
Secretary orders the same to be printed on the official Ballot
for said election. The order in which the names of the candi-
dates are to be printed on the ballot shall be determined by a
drawing by the City Secretary as provided by Section 52.094 of
the Texas Election Code.
The City Secretary is hereby authorized and instructed to
provide and furnish all necessary election supplies to conduct
said election.
Notice of appointment of Presiding Judge of election shall
be in accordance with Section 32.009 of the Texas Election Code.

FUNCIONARIOS DE LA CIUDAD SE LLEVARA A CABO EL 2 DE
MAYO DE 1992, CON EL PROPOSITO DE ELEGIR A DOS MIEMBROS
DEL CONCILLIO DE LA CIUDAD DE PEARLAND, TEXAS; ESTABLE-
CIENDO )UGARES PARA VOTACION; NOMBRANDO OFICIALES DE LA
ELECCION Y ESTABLECIENDO LOS PROCESOS PARA LA ELECCI6N
YA MENCIONADA.
SIENDO ASI QUE las leyes del estado de Texas proveen que el
primer sabado de mayo, habra una eleccion regular o general
dentro de la ciudad; y
SIENDO ASI QUE La Carta de Incorporacion de la Ciudad de
Pearland, y las leyes del estado de Texas proveen que el Ccdigo
Electoral de Texas se aplica a la eleccion regular y para confor-
marse con los terminos y provisiones del Codigo citado, es nece-
sario hacer un mandato o una resolucion ordenando una elecci6n
regular, estableciendo el proceso para seguir en la eleccion y
para designar los lugares de votacion de la eleccion antedicha.

POR LO TANTO, YA ESTA RESUELTO Y ORDENADO POR EL ALCALDE Y
EL CONCILIO DE LA CIUDAD DE PEARLAND, TEXAS:
Que la Eleccion Regular de la Ciudad de Pearland, Texas, se
llevara a cabo el dia 2 de mayo de 1992 , con el proposito de
elegir a los siguientes funcionarios de la ciudad antedicha:
Miembro del Concilion, Posicion Numero Uno ( 1) por el
plazo de tres anos.
Miembro del Concilio, Posicion Numero Cinco (5) por el
plazo de tres anos.
Que la Eleccion Regular de la Ciudad se llevara a cabo el
mismo tiempo en el siguiente lugar en la Ciudad de Pearland, y
que las personas despues mencionadas ya son oficiales de la
eleccion citada:

El lugar de votacion para la eleccion ya nombrada se manten-

dra abierto el dia de eleccion ya mencionado de las 7 : 00 de la
manana a las 7: 00 de la noche.
La senora Inez Farmer ya esta nombrada la Juez Directiva y
la senora Mary Lee Miller esta° nombrada la Juez alternativa. La
Juez Directiva tiene el poder de nombrar a los oficiales necesa-
rios para ayudarle los cuales no seran menos de dos (2 ) pero no
mas de cinco (5) ayudantes.
La senora Pat Jones ya esta nombrada la Secretaria para
dirigir la votacion temprana, y las senoras Leslie Schroeder,
Tommie Jean Vial, y Barbara Lenamon ya estan nombradas ayudantes
para asistir con la votacion temprana. La votacion temprana para
la eleccion ya mencionada tendra lugar (se llevara a cabo) en el
siguiente lugar:
Pearland City Hall , 3519 Liberty Drive, P. O. Box 2068 ,
Pearland, Texas 77588 .
El lugar de votacion temprana ya mencionado se mantendra
abierto por to menos ocho horas para la votacion temprana cada

dia menos los sabados, domingos o dias festivos oficiales de la
ciudad, empezando veinte (20) dias y continuando hasta los cuatro
(4) dias antes de la fecha de la eleccion. El lugar de votacion
ya citado se mantendra abierto entre las horas de las ocho de la

manana hasta las cinco de la tarde cada dia para la votacion
temprana. El lugar ya mencionado para la votacion temprana
tambien es la direccign postal de la Secretaria de votacion tem-
prana a la cual se pondra°n enviar por correo solicitudes de
boletas y tambien las boletas con votos. La votacion tardia para
votantes enfermos o incapacitados despues de terminar la votacion

regular temprana se conformara con el Capitulo 102 de Codigo
Electoral del estado de Texas.
Segun el Codigo Electoral del estado de Texas, fue determi-
nado que los sistemas electronicos de votar se usaran en la

Farmer ya esta nombrada la Juez Directiva de' la Junta de Solici-
tudes Especiales para la eleccion ya mencionada. La Juez Direc-
tiva tiene el poder de nombrar a los oficiales necesarios para
ayudarle, los cuales no seran menos de dos ( 2 ) pero no mas de
cinco (5) ayudantes.
La eleccion ya mencionada ( se llevara a cabo) segun el
Codigo Electoral del estado de Texas, y nadie mas que los vo-
tantes calificados de la Ciudad de Pearland, Texas, tienen el
derecho de votar en dicha eleccion.
Se dara un aviso de la eleccion ya ordenada segun las
provisiones del Capitulo 4 del Codigo Electoral de Texas, y la
Secretaria de la Ciudad ya esta notificada a publicar el aviso

segun el Capitulo 4 ya citado.
Que inmediatamente despues de la eleccion, el oficial diri-
giendo la eleccion, tenga que hacer un reporte del resultado al
Alcalde de la Ciudad como requiere el Codigo Electoral del esta-
do.
Que todos los candidatos independientes de la Eleccion
Regular que se llevara a cabo el dia 2 de mayo de 1992 , por
Miembros del Concilio de Posiciones Numeros Uno ( 1) y Cinco (5) ,
tengan que registrar las aplicaciones para ser candidato para las
dichas posiciones con la Secretaria de la ciudad en el City Hall,
3519 Liberty Drive, Pearland, Texas, en o antes de los cuarenta y
cinco dias antes de la fecha de( dicha) eleccion. Le fecha mas

temprana para (dicho) registro sera treinta dias de la ultima
fecha permitida.
Que todos los candidatos de la Eleccion Regular tengan que
registrar con (dichas) aplicaciones la Declaracion de Fidelidad y
de la ley sobre el nepotismo que se requiere por la Seccion
141.031 del Codigo Electoral de Texas.
Que la Secretaria de la Ciudad ponga en su oficina aviso
publico conteniendo los nombres de todos los candidatos
independientes, quienes han registrado las aplicaciones en acuer-

orden numerico en que aparecen los nombres de los candidatos en
la balota se determina por un sorteo dirigido por la Secretaria
de la Ciudad, segun la Seccion 52. 094 del Codigo Electoral del
estado de Texas.
La Secretaria de la Ciudad ya esta autorizada y dirigida a
proveer todas las materias necesarias para arreglar la dicha
eleccion.
Un aviso del nombramiento del Juez Directivo de esta elec-
cion sera segun la Seccion 32. 009 del Codigo Electoral del estado
de Texas.
