R92-43 12-14-92 RESOLUTION NO. R92-43 A RESOLUTION CREATING AND RECREATING A MERRY CHRISTMAS BY PROVIDING FOR ELVES, REINDEER, CANDY CANES, AND OFFICE PARTIES; ESTABLISHING A FESTIVE SPIRIT AND EFFECTIVE DATE; APPROPRIATING A SUBSTANTIAL PORTION OUT OF EVERYONE'S PAY AND CREDIT TO DEFER THE FISCAL OBLI- GATIONS THEREOF; CONTAINING A SEVERABILITY CLAUSE AND A SANTA CLAUS AND PROVIDING A PENALTY. WHEREAS, 'tis the season to be jolly; and WHEREAS, the City Controller has certified that there are some sufficient sums and some insufficient sums in some salary accounts to accomplish some things hoped to be accomplished with said sums, i.e., some sums are sums sufficient, some aren't; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF. THE CITY OF PEARLAND: SECTION 1. That the City Council finds and determines that this is a season of good will towards men (and even each other); declares its intention to have a Merry Christmas and prosperous New Year; and wishes the same to all citizens of Pearland. SECTION 2. That effective December 25, there is hereby created and recreated within the City Government of the City of Pearland a Department of Christmas under the direction of Santa Claus who shall be the department head. Santa Claus shall be appointed by the Council and confirmed by a majority vote of kids from one (1) to ninety-three (93). SECTION 3. That there shall exist in the Department of Christmas the following classification titles, salary grades, career codes, and in numbers as follows: CLASSIFICATION CAREER SALARY TITLE NUMBER CODE GRADE Santa Claus 1 CS E 26 Regular Reindeer' 8 PT Red-nosed Reindeer 1 PT Production and Shipping Elves 3,604 CS 7 Administrative Elves 683 . CS 6 SECTION 4. That there is hereby appropriated from every- one's pay checks and charge accounts more money than they can afford for the purpose of purchasing gifts, cards, trees, candy canes, and for the further purpose of giving holiday parties. SECTION 5. That it shall be lawful, but humbuggery to violate the spirit of this season and any person convicted there- of shall be sentenced to a one (1) year term of regret. SECTION 6. That if any section, subsection, or clause of this resolution shall be declared illegal or unconstitutional by a court of competent jurisdiction, Santa Claus shall not be affected thereby. SECTION 7. Providing, however, that this Resolution shall be of no force and effect except insofar as it communicates sincerest holiday wishes. PASSED, APPROVED, and ADOPTED this _J~ day of ~~~-~/ , a.
