PLANNING AND ZONING COMMISSION OF THE CITY OF PEARLAND, TEXAS, HELD

PURPOSE OF THE HEARING: Specific Use No. 38
REQUEST OF CARL E. TALBOT, AGENT (EXECUTIVE DIRECTOR OF
ESTATE) FOR ESSIE TALBOT, OWNER, FOR A SPECIFIC USE
PERMIT TO ALLOW FOR A DUPLEX OR SINGLE-FAMILY HOMES TO BE
BUILT IN A GENERAL BUSINESS DISTRICT (GB), ON THE
FOLLOWING DESCRIBED PROPERTY, TO -WIT:
LOTS 29, 30, & 31, BLOCK 6, OLD TOWN SITE (2232 GRAND
BOULEVARD).
NUMBER OF PERSONS SIGNING ATTENDANCE ROSTER: 6
STAFF REVIEW:
Assistant City Manager Richard Burdine provided a description and
location of the property in question.
PERSONS WISHING TO SPEAR IN SUPPORT:
1. David Scott -- 2228 N. Grand. Mr. Scott called to the
Council's attention the fact that the property in question is
not located at 2232 Grand Boulevard as this property belongs
to Mr. Scott; therefore, the City needs to provide a new
address for this property. Mr. Scott also noted that he is
very much in support of Mr. Talbot building on the property in
question.
2. Anna Scott -- 2228 N. Grand. Mrs. Scott also spoke in support
of Mr. Talbot's request. She noted that the families had been
acquainted for many years and had been good neighbors.

PERSONS WISHING TO SPEAR AGAINST: None
QUESTION AND ANSWER PERIOD
The question was raised with regard to whether the house which is
presently located on this property will be torn down. It was
confirmed that since the actual address is incorrect, the property
in question is a vacant lot and; therefore, has no house on the
property.
Planning & Zoning Commissioner Peggy Mayfield -Royer inquired with
regard to the clearance of the alley for the rear driveways
depicted in the proposed plans. Assistant City Manager Richard
Burdine noted that the alley will be upgraded to provide secondary
access to the property.
The hearing adjourned at 7:14 P. M.
