A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING PARTICIPATION IN A JOINT GRANT
APPLICATION TO THE TEXAS WATER DEVELOPMENT BOARD.
WHEREAS, the Texas Water Development Board (hereinafter "TWDB") published a
request for applications for regional water and wastewater facilities planning on October 7,
2011; and
WHEREAS, the City of Pearland (hereinafter "City") plans to participate in the
Brazoria County Regional Water Facility Study; and
WHEREAS, the City Council of the City of Pearland finds it in the best interest of the
citizens of Pearland to support and participate in the joint grant application by the
Brazosport Water Authority and Brazoria County to receive funding for the Brazoria County
Regional Water Facility Study from TWDB; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS:
Section 1. That the City supports and hereby authorizes participation in the grant
application to TWDB by the Brazosport Water Authority and Brazoria County to receive
funding for the Brazoria County Regional Water Facility Study.
Section 2. That the City commits local matching funds not to exceed $10,000 in
cash and in-kind service contributions not to exceed $1,500 toward the Brazoria County
Regional Water Facility Study.

(3) What are the goals of this proposed study for Brazoria County?
The proposed study would potentially involve a number of municipalities,industrial
companies,government entities and unincorporated areas located in Brazoria County. It
would allow the project participants the opportunity to adequately evaluate and determine
the following:
• Feasibility of developing a regional water system to replace and/or supplement the
multiple systems currently in service;
• Investigate in more detail the water management strategies in the Region H Regional
Water Plan as they apply to Brazoria County;
• Build on the work of the Task Force to evaluate the water supply options considered
for Brazoria County;
• Evaluate options,including reuse and desalination,for Brazoria County in detail that
were not evaluated by Region H;
• Options to provide a cost-effective reliable water supply(raw and potable)to
municipal and industrial customers;
• Interconnections of existing water systems,where needed,to provide redundancy in
case of system failures;and,
• Options for smaller water systems that do not want to be in the'water business' to
connect to a larger water system.
In addition,this study would utilize existing planning efforts and results/data from the
2010 Census,Brazoria County-Water for Our Future Task Force Report(2011),County
Transportation and Comprehensive Plans and other planning studies and resources.
(4) What is the boundary of the study area and who is being requested to participate?
The boundary of the study area would include all of Brazoria County. The goal of this
proposed study is to be as inclusive as possible. Potential project participants could include
a number of municipalities,industrial companies,government entities and unincorporated
areas located in the study area,such as:
• Brazoria County
• Brazosport Water Authority
• Brazoria County Groundwater Conservation District
• City of Angleton
• City of Brazoria
• City of Clute
• City of Freeport
• City of Lake Jackson
• City of Oyster Creek
• City of Richwood
• City of Pearland
• City of Manvel
• City of Alvin
• Conoco-Phillips
• Dow Chemical

(5) Why should my City/Entity participate in the study?
Cities and entities in Brazoria County are encouraged to participate in order to have their
water system included in the overall evaluation of water infrastructure in the study area. By
becoming a stakeholder,your entity will have the opportunity to participate in the
infrastructure discussions with the engineering consultant,review the draft report and
provide input throughout the process. The results of this study will be used as a guide and
planning tool for Brazoria County.
(6) What sort of commitment is needed from my City/Entity to participate in the study?
If the funding request is granted,all costs associated with the study would be covered by
the TWDB grant and matching contributions from the project participants. All participants
would be required to provide in-kind services to conduct the study.
The planning effort for Brazoria County is estimated to cost a total of$276,000. This total
project cost is comprised of cash contributions of$260,000(including$138,000 from TWDB+
$122,000 from project participants)and contributions of in-kind services of$16,000. Here is
an example of a breakdown of proposed contributions from potential study participants:

(7) What types of activities qualify as"in-kind"contributions? Will it be difficult to
meet the required in-kind commitment?
There are many ways to accumulate in-kind contributions. Examples of in-kind services
include staff time(using loaded hourly rates) to attend meetings,gather water system data
and documents,providing maps of existing water systems,reviewing the draft engineering
study and providing comments,hosting one of the required project team meetings during
the course of the study,etc.
Since there are a number of ways to accumulate in-kind services,I would not be concerned
about meeting your proposed commitment amount.

(8) How soon does BWA need to know if my City/Entity will commit monetarily to the
study?
Since the deadline to submit applications is rapidly approaching, BWA needs to know of a
City's/Entity's commitment by no later than Monday, December 5th. It is critical to raise
the necessary cash and in-kind contributions in order to proceed forward with completing
the application. However, the City/Entity would not be required to provide the funds to
BWA until the project kick-off meeting next fall.
