MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TERAS, HELD ON OCTOBER 23, 1995, AT 7:00 P. M. IN THE
COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS
The hearing was called to order with the following present:

PURPOSE OF THE HEARING:
TO CONSIDER THE PROPOSED TEXAS MUNICIPAL RETIREMENT
SYSTEM ORDINANCE ALLOWING 1120 YEAR ANY AGE" RETIREMENT
ELIGIBILITY.

STAFF REVIEW OF PROPOSED SERVICE
City Manager Paul Grohman explained that the 1995 Texas Legislature
changed the law allowing employees enrolled in Texas Municipal
Retirement System to retire after 20 years if each City
individually chooses to allow it. In order to participate, the
City must hold a public hearing to allow public input. Mr. Grohman
pointed out that the current limit is 25 years any age. He noted
that the cost of the benefit is .025% of the current payroll, which
comes to about $14,966.00. City Manager Grohman also pointed out
that this would be a good incentive for people to come to work for
the City of Pearland. He stated that staff recommendation is to
enact the ordinance.
PERSONS WISHING TO GIVE INPUT:
1. Officer Roy Castillo - 4805 Scott Lane -- Officer Castillo
spoke on behalf of the Executive Board of the Pearland
Patrolmen's Union. He stated that the union is in support of
the ordinance as they feel it will help attract quality people
to the City of Pearland and retain them, as well.
2. Officer Lynn Davis Holloman - 2703 Veteran's Drive -- Officer
Holloman addressed the Council on behalf of the Pearland
Police Patrolmen's Association. He noted that a consensus had
been taken of the association members, and they are in favor
of the 1120 year any age" retirement. Officer Hollomon
recommended that Council look at this ordinance favorably. He
also extended his appreciation to the Council for their
support in the past.
QUESTION AND ANSWER PERIOD:
Councilmember Richardson requested clarification on what the change
would entail. City Manager Grohman noted that the current policy
is that City employees may retire with 25 years of combined
municipal service. He stated that changing to the 1120 years any
age" would only be applicable to people who have 20 years total
service in cities that have adopted this plan. He reconfirmed that
the cost for the first year is $14,966.00.
