BE IT RESOLVED, by the City Council of the City of Pearland, Texas, that the Mayor be, and he is hereby authorized to execute for and in behalf of the City of Pearland a Contract with Houston-Galveston Area Council for purchase of Police Department Communications Division Logging Tape Recorder System under Texas Interlocal Cooperation Act. The City of PEARLAND , hereinafter referred to as "City", makes, constitutes and appoints the Houston-Galveston Area Council , its true and lawful purchasing agent for the purchase of certain radio equipment items to be specified by the City to the Council . The City agrees that the Council shall be the exclusive purchasing agent for said items, and agrees that bidding shall be conducted by the Council according to the regulations contained in Section IV of their Financial and Accounting Procedures Policy Handbook. II. The City agrees that all specifications for said items shall be as determined by the Council . III. The City, by execution of this agreement, agrees to furnish to the Council with any order a cash amount in full payment of the stated order to be retained by the Council until delivery of the order to the City, at which time, the Council shall pay to the vendor the proper amount for said order. IV. This agreement shall take effect upon execution by the signatories. V. This agreement shall continue in effect from the date of execution until December 31. 1982 or until delivery of and payment for ordered items, whichever is the later. IN WITNESS WHEREOF, the parties hereto have caused this agreement to be executed by their authorized officers the day and year first above written. Deidre Schueler, Public Services Manager DATE: March 22, 1982 SUBJ: 1983 Criminal Justice Plan Priority Setting Meetings The attached agendas present details of the six meeting to be held at the H-GAC Offices on the threee specified days for the purpose of prioritizing the projects proposed for funding during the 1983 fiscal year. Meetings will begin sharply at 9:30 a.m. A representative of each listed proposal will be allowed five minutes for a brief presentation of the major intents of the proposal. Reviewing subcommittee members may then ask any clarification questions they wish. In the event a re- presentative of the project is not in attendance at the time the project is announced, that proposal will be placed at the end of the agenda and reviewed later in the meeting. At the end of the first pass through the agenda listing, those rescheduled. proposals will be called again. By the end of the meeting all proposals must be reviewed with or without the presence of a representative. Each CJAC subcommittee member will complete a grading sheet consisting of ten (10) questions for each proposed project. Each question will be answered by denoting a value between one and ten relative to valuation of the proposal. Scores will be added and a grade established for each proposal for each sub- committee member. The average of those scores will then establish the priority of that proposal among the entire set of averages of all ninety proposals. Due to the nature of these reviews, specific times cannot be assigned during the day for each proposal . Proponents should be available for the whole day, but may wish to leave after their proposal(s) is (are) reviewed. It has become increasingly apparent that this capability is sorely needed since our population has doubled during the 10 years between census counts. The size of our department has tripled and calls for police • service have increased dramatically as might be expected. Continued rapid growth . in the area is anticipated.
