A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS AMENDING THE VOLUNTEER STIPEND PROGRAM FOR THE
PEARLAND VOLUNTEER FIRE DEPARTMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain Volunteer Stipend Program, a copy of which is attached
hereto as Exhibit "A" and made a part hereof for all purposes, is hereby amended.
Section 2. That the City shall act as the paying agent for the Pearland Volunteer
Fire Department in administering the Stipend Program.
Section 3. That the amount of City funds used in association with the Stipend
Program shall not exceed $8,617 per month unless otherwise amended by the City
Council.

1. Purpose:
1.1. To establish a procedure for determining individual volunteer stipend point values.
1.2. To define the stipend points that will be received for performing specific functions,
responding to callouts, and attending specific training / meetings
1.3. To define which Fire Department activities are and are not eligible for receiving
points
1.4. To define the documentation required to be eligible for receiving stipend point pay

All Pearland Fire Department Volunteer personnel that have been released to ride
Shift Duty Crew by the Chief.
Members are not eligible while in the Fast Track or Probationary Training
Programs
3. Requirements:
3.1 All Volunteer Firefighter members that are not on probation will be eligible to
receive stipend points.
3.2 Members of the support squad will be available to participate in the stipend
program.
4. Policy:
4.1 Determining individual Stipend Point values
4.1.1 Volunteer's compensation can not be valued at more than 20% of what a
Paid Pearland Fire Fighter receives for the same function. A volunteer also
can not receive more than 20% of an equally certified Paid Pearland Fire
Fighter on an annual basis. Each volunteer stipend totals will be reviewed
at the end of each quarter. If a member is above the allowable, that
member will be contacted and adjustments will be recommended in order
for stipend amounts to be within the limits by the end of the next quarter.

4.1.2 Minimum volunteer limit ranges will apply to members with 0-8 years in
the Pearland Fire Department. Mid-range volunteer limit ranges will apply
to members with 8-15 years in the Pearland Fire Department. Maximum
vohmteer limit ranges will apply to members with 15+ years in the
Pearland Fire Department

4.1.3 A base point value will be established at $2.00. This base value is based
on a volunteer member meeting the NFPA 1001 "Standard for Fire Fighter
Professional Qualifications"
4.1.4 If a volunteer does not meet the NFPA 1001 requirements, a $0.50
deduction will be assessed from the base rate
4.1.5 Once a member meets the qualifications to receive the SFFMA
Intermediate Certification, each point will be increased by $0.25. With an
Advanced Certification, each point will be increased by $0.50.
4.1.6 A member who has acquired a medical certification of ECA, EMT -B, or
higher and the certification is current will have the following increases
added to their stipend point value. Since fire fighters can not function
within the Pearland Fire Department at levels above EMT -B, no increase
to a stipend point value will be considered. ECA will increase each point
by $0.25. EMT -B or higher will increase each point by $0.50.
4.1.7 A member that has a current certification for HAZMAT Technician will
receive an increase of $0.50 for each point.
4.1.8 A member that have achieved a SFFMA Level 1 Instructors Certification
or higher will receive a $0.50 per point increase. In order to keep this
increase the member will need to help teach a minimum of 1 Department
training class every 6 months.
4.1.9 Most members are not required to receive the NIMS 300 or 400
certifications, but if a member receives the NIMS 300 certification, their

point value will be increased by $0.25. A member receiving the NIMS 400
certification will receive a point value increase of $0.50.
4.1.10 Members that accept a Fire Line Officer's position will receive an increase
to their stipend point value. This increase is deserved because of the
amount of time these members will spend above what the standard point
system will provide. The following increases will be received: Volunteer
Station Lieutenant - $0.25 / point, Volunteer Captain - $0.50 / point,
Volunteer Training Officer - $0.75 / point, and Volunteer Assistant Chief -
$0.75.
4.1.11 An additional increase to a members point value will be received for
length of service with Pearland Fire Department. Every member that has
been with PFD for 8-15 years will receive a point value increase of $0.50.
All members that have 15+ years will receive a point value increase of
$1.00.
4.1.12 The minimum point value a member can receive is $1.50 with the
maximum being $6.25.
4.1.13 Point values will be adjusted as a member's certifications or status
changes.
4.2 Receiving stipend points
4.2.1 Members will receive stipend points for participation in the Shift
Program, Shift Supervisor Program, Training, Committees, Public
Relations, and responding to Incident Call Outs. Below is a summary list

4.2.2 Members will receive stipend points as a member of the Shift Crew.
A member's point total for shift participation will be dependent on
the crew position being filled.
4.2.2.1 Shift Fire Fighter = 17 stipend points
4.2.2.2 Shift Engine/Operator = 18 stipend points
4.2.2.3 Shift Officer in Charge = 19 stipend points

The stipend points received for a crew member that is more than 2 hours
late will be reduced by 6 points. Members more than 3 hours late will not
receive stipend points for that shift.
4.2.3 Members will receive additional stipend points for working on a holiday.
Shifts that extend into or start on a holiday will receive this higher stipend
point value. Holidays will include: New Year's Day, Easter Sunday (taking
place of Good Friday), Memorial Day, 4tb of July, Labor Day,
Thanksgiving, Christmas Eve and Christmas
4.2.3.1 Shift Fire Fighter = 25 stipend points
4.2.3.2 Shift Engine/Operator = 27 stipend points
4.2.3.3 Shift Officer in Charge = 29 stipend points
The stipend points received for a crew member that is more than 2 hours
late will be reduced by 6 points. Members more than 3 hours late will not
receive stipend points for that shift.
4.2.4 Appointed Fire Line Officers will be expected to participate in the
Shift Supervisor program. The Assistant Chief, Captains and Lieutenants
are considered Fire Line Officers. The Training Officer is not required to
participate in this program. A Shift Supervisor will receive stipend
points performing this task.
4.2.4.1 Shift Supervisor = 3 stipend points
4.2.4.2 Holiday Shift Supervisor = 6 stipend points
4.2.5 Members attending in house or outside training will receive stipend points.
All members will be required to attend the entire training class in order to
receive stipend points. The training attendance roster will need to be
signed for all in house training. Only approved outside training classes
will receive stipend points. Submittal of a completion certificate will be
required for all outside training.
4.2.5.1 Monday night in house training = 4 stipend points
4.2.5.2 Outside evening training = 4 stipend points
4.2.5.3 Half day training (in house or outside) = 6 stipend points
4.2.5.4 Full day training (in house or outside) = 12 stipend points
4.2.6 Members attending meetings will receive stipend points. Meetings include
but are not limited to: PFD apparatus committee meetings, PFD safety
committee meetings, PFD training committee meetings, PFD fellowship
committee meetings, PFD monthly fire line officer's meetings, PFD
Volunteer Pension Board meetings, BCFFA established meetings, Trustee
application interviews, BFBIS established meetings, HCFFA established
meetings, city requested meetings, station personnel meetings called by
the officer of an individual station. All meetings should be posted and
members notified at least 48 hours prior to the meeting start where only
Fire Department business will take place.
4.2.6.1 Meetings = 4 stipend points
4.2.7 Members will be receiving stipend points for providing Fire Department
public relations. Public relations include but not limited to: station tours,
civic public appearances, fire prevention activities, etc. Only approved
activities will receive point and all activities will be scheduled through the
Fire Marshal's Office.
4.2.7.1 Public Relations = 3 stipend points
4.2.8 All volunteers responding to an incident page out will receive stipend
points. If an incident lasts more than 2 hours, additional points will be
received for every 2 hour increment. Incident points will be received for
responses to: any dispatched fire, major accident, missing
person help request, anytime when volunteers are dispatched to
provide coverage while day crews are tied up, any type of call when the
duty crew is out on another incident, any structure fire during the
day, any callout to provide mutual aid to another department_, any
smoke investigation from a structure.
4.2.8.1 Incident callouts = 3 stipend points
4.2.8.2 Extended incident callouts = 3 stipend points for every 2 hour
increment beyond the first 2 hour period.
4.2.9 Members will only be allowed to receive stipend points for one (1) activity
at a time. Some examples of this are listed below
4.2.9.1 An on duty shift crew member will not receive separate
stipend points for attending training, attending meetings, providing
public relation activities and running incident responses.
4.2.9.2 If a member is on an active incident call, that member can not
receive additional stipend points for additional call outs.
4.2.9.3 If an incident call out happens while a member is on stand-by for
an additional call, stipend points will be provided for that 2°d
incident call out.
4.3 Not all activities that a member performs will qualify for stipend points.
4.3.1 If a member is more than 2 hours late for shift duty and has not
provided a temporary replacement, that member will not receive stipend
points.
4.3.2 A member that does not attend enough of a training class to satisfy the
training objectives.
4.3.3 Pearland Volunteer Fire Department Corporation meetings such as the
monthly business meeting, PVFD executive meetings. Meetings where the
required advance notification is not adhered to.
4.3.4 Public relations that did not go through the Fire Marshal's Office will not
receive stipend points.
4.3.5 A member will not receive stipend points for the following incident page
outs: a crew callout when available to a (medical assist, fire alarm,
CO alarm, transformer or pole fire, downed power line), possible odor
investigation, small fuel spills, and any call during the day when you have
not been requested.

4.3.6 Other activities that do not qualify for stipend pay include: filling out your
time sheet, developing training material, PVFD Corporation business, etc.
4.4 Documentation is required to receive your stipend pay. Each month all members
will be required to submit a monthly timesheet (see attachment A). This monthly
timesheet will identify all activities a member participates in each month.
Included on the timesheet will show acquired stipend points and time spent.
4.4.1 Your completed and signed monthly timesheet will be due to your
Lieutenant by the 6th of each month. Your Lieutenant will also sign your
timesheet. These timesheets are legal documents.
4.4.2 It will be your Lieutenant's responsibility to take the information you
provided on the monthly timesheet and transfer the information to a
stipend summary sheet (see attachment B) and the hour's monthly
summary sheet (see attachment C) which will need to be submitted to the
Pearland Fire Department Administrative Secretary by the l Ot' of the
month.
4.4.3 Shift crew timesheets will still need to be completed each.
4.4.4 Supervisors will need to submit the supervisor timesheets
4.4.5 All training classes and any in house meeting must have an attendance
roster filled out with a brief description or objective that was discussed.
These rosters need to be submitted for department records.
4.4.6 Members are encouraged to utilize I Am Responding when responding to
incident call outs. Reports will be extracted at the end of each month to be
used by the Lieutenants for member timesheet verification.

1. Each activity must be on a separate line.
