TO:
FROM: MEMBERS OF THE BRAZORIA COUNTY GRAND JURY
OCTOBER-MARCH 1982-1983 SESSION
RE: BRAZORIA COUNTY ORGANIZED CRIME UNIT (BCOCU)
Dear Sir:
We as members of the Grand Jury, October-March 1982-1983 Term have been
most favorably impressed with the work of the BCOCU. After hearing evidence
and discussing the matters with law enforcement officials, we have been made
acutely aware of the persistent and growing amount of drug trafficking in
Brazoria County.
The BCOCU has made a significant impact upon this problem in our county
- and could continue to do so if allowed to continue to operate. With the health,"
safety, and welfare of all the citizens of Brazoria County in- Mind, we would-
strongly make the following suggestions :
1) The BCOCU receive the funding, personnel and equipment necessary
to operate on whatever basis is deemed the most effective drug:
control program in Brazoria County.
2) The contribution of "buy money" from each jurisdiction'be increased
in order to allow agents to purchase larger quantities from larger
dealers.
Yours truly,
D. 0. FOSTER, Foreman
