R83-10 04-04-83 RESOLUTION NO. R85-10 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, URGING THE CONGRESS OF THE UNITED STATES TO APPROPRIATE FUNDS FOR THE CLEAR CREEK WATERSHED PROJECT. WHEREAS, the Corps of Engineers, along with local sponsors, have been working on the Clear Creek Flood Control Project at least since 1966 when the initial preliminary studies for the proposed improvements were completed; and WHEREAS, a ten-year frequency Flood Plan has been worked out by the Corps of Engineers and the Plan has been accepted by all of the local sponsors in the Clear Creek Watershed; and WHEREAS, the Clear Creek Flood Control Project is under the jurisdiction of the Federal Government and, therefore, local spon- sors of the project cannot begin their participation until the Corps of Engineers proceeds with actual construction work; and WHEREAS, many homeowners and businesses in the Clear Creek Watershed have suffered financial losses in the millions of dol- lars over the years with an increased and significant financial loss occurring during the floods of July and September, 1979; and WHEREAS, the City of Pearland along with other local sponsors have enacted and practiced good flood plain management for some several years; and WHEREAS, it is of the upmost urgency that construction work begin on the project because of rapid growth of the watershed area, and the increasing frequency and severity of the watershed flooding and subsequent financial loss in spite of local flood plain management practices. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: THAT the Congress be and is hereby urged to appropriate the $152,000 for the engineering work as is set out in the Budget sub- mitted to the Congress of the United States by the President. BE IT FURTHER RESOLVED THAT the Congress of the United States is hereby urged to appropriate an additional $300,000 to be included in the 1984 Budget so that the Corps of Engineers can start actual construction work on this very critical Flood Control Project during the 1984 Budget Year.
