R83-38 10-24-83 RESOLUTION NO. R83-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, MAKING A NOMINATION TO THE MUNICIPAL SOLID WASTE M~NAGEMENT, RESOURCE RECOVERY ADVISORY COUNCIL. WHEREAS, the 68th Texas Legislature passed HB 1719, Municipal Solid Waste Management, Resource Recovery, and Conservation Act to enhance the State's efforts in these vital areas; and WHEREAS, on September 30, 1983, the Board of Health directed Department Staff to seek nominations from Statewide organizations, interested groups, and the public for membership on a newly created 15- Member Municipal Solid Waste Management, Resource Recovery Advisory Council; and WHEREAS, it is important that the general public membership on the Council possess both an understanding and knowledge of Solid Waste Management and Resource Recovery; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: THAT the City Council of the City of Pearland, Texas, endorse the application of Mrs. Fran Coppinger for membership on the Municipal Solid Waste Management, Resource Recovery Advisory Council; and THAT Mrs. Coppinger will bring to the Council a background and knowledge of Solid Waste Management and Resource Recovery techniques developed through her personal study and work in that area and through her leadership role as President of Clean Pearland Organization and as President of Keep Brazoria County Beautiful Association. Carmichael, P.E. , Chief Bureau of Solid Waste Management Texas Department of Health 1100 West 49th Street Austin, Texas 78756 Dear Mr. Carmichael : I am enclosing Pearland City Council Resolution No. R83-38, endorsing the candidacy of Mrs. Fran Coppinger for a position on the Municipal Solid Waste Management and Resource Recovery Advisory Council. Mrs. Coppinger is an active and dedicated community leader, and for the past several years she has been an advocate of sound solid waste management and waste resource recovery. She has made in-depth studies of these areas and is a recognized leader of solid waste resource recovery in Pearland, Brazoria County, and in the Gulf Coast area. Mrs. Coppinger has served with distinction as President of the Keep Brazoria County Beautiful Association, and under her capable, leadership a Brazoria County city won the Governor's Achievement Award for the fifth consecutive year. She organized "Clean- Pearland" to address the beautification and resource recovery needs of Pearland, and was instrumental in the establishment of Clean Community organizations in seven other Brazoria County cities--the largest number of such cities in any one County in the State. Mrs. Coppinger is serving her second term as the only President of "Clean Pearland". She was recently notified by Keep America Beautiful that "Clean Pearland" had won one of only five National awards for 1983, based on outstand- ing program activities and solid waste resource recovery achievements.
