RESOLUTION NO. R84-15 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING THE TEXAS LOCAL PARKS, RECREATION AND OPEN SPACE FUND. WHEREAS, providing public parks, recreation, and open space in the City of Pearland is of the utmost importance in the provision of a balanced and quality living environment for its 17,000 citizens and is a high priority of the Pearland City Council; and WHEREAS, the rapid growth of Pearland and resulting demand for public parks far exceeds the level of service which can be pro- vided from local funds; and WHEREAS, Pearland and all other regions of the State have experienced severe setbacks due to the postponement of funding the Texas Local Parks and Open Space Program during the 1984-85 biennium; and WHEREAS, if the fund is again diverted or eliminated, Pearland will be unable to provide an adequate level of parks and recreation opportunities for our rapidly growing population; and WHEREAS, legislation is in place to extend the Texas Legislature; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: THAT the City Council of the City of Pearland supports the Texas Local Parks, Recreation and Open Space Fund, and urges the Texas Legislature to fully fund this program in the 1986-1987 State Budget to ensure a quality living environment for the benefit of present and future generations of Texas. City Monoger • May 24, 1984 The Honorable Mayor Tom-Reid and the Pearland City Council Dear Mayor Reid: It is the purpose of this letter to request permission of the City Council . to plan, pursue and submit a grant application to the Texas Parks and Wildlife Department for the acquisition and initial development of a .new park site. Consistent with the City Master Plan and established recreational facilities standards, the proposed park site is located in a heavily populated area of the city and is geographically located to accomodate both the existing, as well as the future, growth trends for the central west area of Pearland. Specifically, the proposed park site is located on the bank of Mary's Creek between McLean and Pearland Sites Roads, encompassing approximately 46 acres. At the present time, the tract is owned by Dr. Joseph Manus. The owner expressed a willingness to sell the property to the city relative to the financial arrangements described in the following paragraphs, and subject to the final approval by the City of Pearland and the Texas Parks & Wildlife Department, and the subsequent success of the grant application. This funding source will continue to increase in competitiveness, and has been traditionally a prime target when there is a threat of reduction of funds or a re-allocation of funds in other project areas of state government. These circumstances, coupled with the generous offer made by-the:_owner, Dr. Manus, and_our: needtto adequately meet:th.e-_recreational demands of our rapidly growing community, make this ;proj.ect_both:_t.imely and to our best economical advantage and interest to pursue at this time. The project has been throughly discussed by the Pearland Parks and 2_:= Recreation Board, and it is their unanimous decision to recommend that the City Council approve the preparation and submittal of the 50/50 matching grant to the Texas Parks & Wildlife Department.
