That in accordance with the provisions of Article 979 of Title
28 of the Revised Civil Statutes of Texas, Five (5) Aldermen
and One (1) mayor shall be elected at the annual election of
officers on Tuesday, April 5, 1960 and that immediately after
the elections returns are officially canvassed and the candi
dated receiving the highest number of votes declared elected,
the newly elected iTh.yor shall thereupon cause five numbers to
