A RESOLUTION
IN OPPOSITION TO ANY LIMITATION ON THE TAX EXEMPT
STATUS OF INTEREST PAID ON MUNICIPAL BONDS
WHEREAS, the Congress of the United States is considering several
plans which would limit the exempt status for income purposes of interest
paid on bonds issued by cities; and
WHEREAS, any limitation on tax exemption of interest paid on muni-
cipal bonds will result in higher interest rates to be paid by cities, and
limit the market for such bonds; and
WHEREAS, such limitation on tax exemption of interest paid on
municipal bonds will handicap local government in securing funds for public
improvements, and increase the burden on local taxpayers and on users of
public facilities; now therefore
BE IT RESOLVED by the CITY COUNCIL of the
City of PEARLAND that it go on record as opposing any plan
by the Congress of the United States that would in any way limit the tax
exempt status of interest paid on bonds issued by state or local governments;
and
BE IT FURTHER RESOLVED that a copy of this Resolution be mailed
to the United States Senators from Texas, and to the Member(s) of Congress
in whose district the City of
PEARLAND
is located.

STATUS OF INTEREST .PAID ON MUNICIPAL BONDS
WHEREAS, the Congress of the United States is considering several
plans which would limit the exempt status for income purposes of interest
paid on bonds issued by cities; and
WHEREAS, any limitation on tax exemption of interest paid on muni-
cipal bonds will result in higher interest rates to be paid by cities, and
limit the market for such bonds; and
WHEREAS, such limitation on tax exemption of interest paid on
municipal bonds will handicap local government in securing funds for public
improvements, and increase the burden on local taxpayers and on users of
public facilities; now therefore
BE IT RESOLVED by the CITY COUNCIL of the
City of PEARLAND that it go on record as opposing any plan
by the Congress of the United States that would in any way limit the tax
exempt status of interest paid on bonds issued by state or local governments;
and
BE IT FURTHER RESOLVED that a copy of this Resolution be mailed
to the United States Senators from Texas, and to the Member(s) of Congress
in whose district the City of PEARLAND is located.

Dear City Official:
At a recent meeting, the TML Board of Directors asked me to prepare
and forward to you a suggested form for a resolution by your city coun-
cil or commission opposing any limitation on the tax exempt status of
municipal bonds. Such a resolution is enclosed.
For your added information, municipal bond tax exemption is under the
most serious-threat experienced in its history. Removal of the exemp-
tion.could result in top-rated bond interest rates close to the 8 1/2%
prime bank rate now paid by private corporations. The added cost to any
city which undertakes bond-financed capital improvements would be sub-
stantial.
An attempt is being made in Congress to eliminate the exemption as
part of a popular tax reform bill. It may succeed unless you act now to
let your Senators and Congressman know how you feel on the matter.
If you would like to have more information, please see the article on the
subject in the June issue of Texas Town & City. Should you need any addi-
tional details, please contact the League office.

Mayor Kellerrsta-,ed that the City Attorney requests permission to
amend the Dog Ordinance No . .173, t,hich was passed by the Council,
however, 1-,as subject to publication before it would be ,enforceable .
This matter to be placed on the` neet agenda with the understanding
that the amended ordinance will be received at least four days
prior to the next regular meeting, so that the Council will have
time to go over the various amendments .
Mayor Keller appointed a Committee of Councilman Wasek and Council-
men Ellis to come back at the next regular meeting with firm
recommendations for the establishment of a city dog pound .
PETITION FOR ANNEXATION - RALPH A. ?r IEMHOFF, ET UX.
It was moved by Councilman McComb, seconded by Councilman Black
that the petition of annexation of Ralph A. Wemhoff, et ux. be
accepted by the City of Pearland and Ordinance be prepared by
the City Attorney anner.ing the area described in this petition .

NEW BUSINESS :
It was moved by Councilman Black, seconded by Councilman: Gr7ffin
that the Resolution be adopted in opposition to any limitation on
the tax e :.empt status of interest paid on municipal bonds .

WATER METER BIDS :
It was moved by Councilman McComb, seconded by Councilman Ellis
that upon the recommendation of Director of Public Work ' s Harris;
the Rockwell Meter Manufacturing Company be awarded the bid for
water meters at a rate of $34. 30 per meter, and that bid security
checks be returned to unsuccessful bidders . Motion passed
5 to O .
WATER LINE - MAIN STREET - RICE DRIER ROAD TO HALIK ROAD - WEST
SIDE OF MAIN STREET:
It was moved by Councilman McComb, seconded by Councilman Griffin
that the Public Work' s Director be authorized to install an 8" water
line with necessary appurtenances on the west side of Highway 35
to just beyond Halik Road and install a fire plug. The Company
to be served by this line to pay an amount equal to the cost of
boring under Highway 35 which would be necessary if installation
of the above line was not made . Motion passed 5 to 0 .
