R72-04 02-28-72RESOLUTION NO. 7.-1 A RESOLUTION OF THE CITY OF PEARLAND, TEXAS, ADOPTING CERTAIN RULES OF PROCEDURE AND ORDER OF BUSINESS FOR THE CITY COUNCIL, AND CONTAINING OTHER PROVISIONS RE- LATING TO THE SUBJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, that the following rules of procedure and order of business are hereby officially adopted by the City Council pursuant to authority of Section 3.09 of the Charter of the City of Pearland, Texas; I Regular meeting of the City Council shall be held on the second and fourth Monday of each month at 7:30 o'clock P.M., and may be recessed from time to time at the discretion of the Council. In the event a regular meeting falls on a holiday the meeting for that date shall be held at 7:30 o'clock P.M. the following day or at a time to be agreed upon by the Mayor and Council. All special meetings of the Council shall be held and requested pursuant to Section 3.08 of the City Charter. II At the hour of the meeting the Mayor shall assume the chair of presiding officer and call the council to order. The order of business, after call to order and determination of a quorum, shall be as follows: 1. Invocation. 2. Pledge of allegiance. 3. Approval of minutes. 4. Approval of expenses. 5. Mayor's activity report. 6. Council activity reports. 7. Departmental reports. 8. Citizens. 9. Docketed public hearings. 10. Unfinished business. 11. New business. 12. Other business. 13. Adjournment. III No person other than the Mayor or a member of the City Council or other municipal officer or employee shall address the City Council as a body except upon consent of a majority of the members present. All citizens seeking audience with the Council must submit their reques to the City Secretary, in writing, no less than three (3) days prior to the • scheduled Council meeting. All written requests for audience must be clearly defined as to subject matter, and provide adequate information relative to all questions or statements. IV Any motion or resolution submitted to the City Council shall be reduced to writing before being voted upon, at the request of any two (2) members of the City Council. V The rules of order, other than those prescribed by the City Charter, or the laws of the State of Texas, may be suspended at any time by consent of a majority of the members present at any regular or special meeting. VI Except when in conflict with the foregoing provisions, Robert's Rules Of Order shall govern the deliberation of the City Council. VII This resolution shall take effect from and after its passage and approv- al by the City Council.
